Framework agreement, purchase duty free diesel

Oslo municipality, the Agency for Waste Management, henceforth referred to as the Awarding Authority, will require deliveries of duty free diesel to the facilities at Grønmo, Haraldrud, Grefsen and Bygdøy. The diesel shall be delivered to the Awarding Authority‘s fixed or portable diesel tanks within Oslo municipality‘s borders, and connected to passable public road. The delivered will be ordered when the Awarding Authority‘s diesel tanks are empty or nearly to empty. The estimated annual quantity is between 150 000 – 200 000 litres. In 2010 the Awarding Authority purchased approx. 200 000 litres.

Company registration certificate;
Value added tax certificate (national requirement);
Company tax certificate (national requirement);
Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement);
Other documentation required:
It is required that the supplier has settled conditions in relation to payment of taxes and VAT;
It is required that the supplier present a HSE self-declaration statement;
It is required that the supplier is a legally established company.
Økonomisk og finansiell stilling:
Other documentation required: the Awarding Authority will obtain credit appraisal from Experian AS (former Creditinform AS), and will emphasis this in connection with assessment of fulfilment of requirements.
Minste nivå(er) av standarder: The supplier shall have good creditworthiness.
Teknisk og faglig kapasitet:
Other documentation required: description of the supplier’s total manpower. Organisation plan shall be attached the tender;
Confirmation showing that the vehicles which shall be used in connection with the assignment fulfil the Euro 4 requirements in relation to emission;
The supplier’s principal deliveries from corresponding assignments for the previous 3 years including values, dates and recipients/awarding authorities.
Minste nivå(er) av standarder:
The supplier shall have good implementation ability;
The supplier shall have experience from equivalent assignments;
It is required that the vehicles that shall deliver bulk fulfil the Euro 4 requirements in relation to emission.
