The Norwegian Post and Telecommunications Authority (the Awarding Authority) intends to enter into a framework agreement with a supplier who can cover a wide product area for IT related equipment.
The Awarding Authority aims at enter into a framework agreement which shall cover delivery of:
1. PCs (stationary and laptops);
2. Servers;
3. Monitors;
4. Network equipment (switches, routers, WLAN equipment, etc.);
5. Printers and multi-function machines;
6. Peripheral equipment, small electronics (flash memory, memory chips, etc.) and accessories;
7. Mobile telephones, excluding subscriptions;
8. AV equipment (projectors).
Of these product groups 1-6 will be the most important (compare the award criteria). This means that tenderers that do not deliver product groups 7 and 8 may also be taken into consideration. Software purchase is not included in the procurement.

Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Other documentation required: The supplier shall have sufficient financial capacity to carry out the assignment/meet the contractual obligations. Credit appraisal/rating not older than 3 months based on the most recent accounting figures. The rating shall be carried out by a public approved credit rating agency.

Minste nivå(er) av standarder:

The supplier shall have experience with minimum 3 equivalent assignments carried out in the previous 3 years:

— Description of the supplier’s 3 most relevant assignments carried out during the previous 3 years. The description must contain information of the contract value, date and recipient (name, telephone no. and e-mail address). The references will be contacted upon requirements for clarification of the relevance of the assignment. It is nevertheless the supplier’s responsibility to present description showing relevance.

The supplier shall have sufficient implementation ability and capacity: — Statement of the supplier’s average manpower for the previous 3 years and equipment, machines, tools, materials and technical equipment available for implementation of the contract/assignment.

A good and well functioning quality assurance system is required for the products which shall be provided. Account of the supplier's quality assurance system/control system.

Copy of system certificate issued by accredited certification bodies or equivalent documentation.

In order to ensure that environmental requirements given in the contract are fulfilled, it is required that the supplier has sufficient relevant environmental competence, control systems and routines in relation to quality assurance of the products included in the contract. – Statement of the supplier’s environmental competence and routines. If this is described in the company’s quality or environmental management system in accordance with ISO 9001, ISO 14001 or equivalent third-party verified systems, presentation of valid certificate will be sufficient.
