The Norwegian Public Service Pension Fund, hereafter called SPK, invite companies to a tender competition for a framework agreement for the IT area (hereafter called ITA) made up of ICT project management, ICT management, ICT consultancy etc. ITA currently has a framework agreement for IT consultancy services which expires in July 2011, and there is therefore a need to establish new framework agreements in the IT area. The aim is to enter into framework agreements with several consultancy companies which have good and documented capacity and experience within all of the areas described in this document and which can contribute to ITA fulfilling its targets. The competence areas in which SPK will have a need for ICT project and consultancy services are connected to various areas. The following is a general description of the actual main areas and sub areas for this framework agreement. ICT project management and project implementation, Consultancy and assistance, including the following sub areas: Project management for the development and implementation of applications, Method support, consultancy and training within project management and project implementation, ICT consultancy and ICT management, Consultancy and assistance including within the following sub areas: ICT strategy, ICT management and ICT organisation, Consultancy for service management and administration of ICT systems, Method and process development, Business architecture and entity architecture, ICT management, including team management, management for hire and change management. Emphasis is put on the fact that the general descriptions are not exhaustive as regards which services can specifically be procured via this contract. SPK draws attention to the fact that during the winter and spring 2011 four other independent competitions will also be held for framework agreements for consultancy services within ITA.
