Framework agreement for trade services

Trondheim Kommune

In order to have a more predictable use of resources, Trondheim municipality would like to enter contracts with contracts via an open tender competition to cover Trondheim municipality’s continuous maintenance need for their existing buildings.
The framework agreements shall cover all municipal buildings, private units operated with municipal support, the housing foundation for welfare housing and other foundations that Trondheim municipality manages. Trondheim municipality will, after contracts have been signed with the contractors, given notification of the contract to all affected municipal units that can also use the contracts.
The framework agreements primarily comprise lots where the estimated costs are not above 500 000 NOK excluding VAT. Lots with estimated costs that are above this amount will mainly be awarded after separate competitions have been held. Exceptionally, including when it is difficult to define the amount of the work in advance, or when the assignment is otherwise not suitable for a fixed price, lots that are estimated to be above 500 000 NOK excluding VAT can be awarded within the framework agreements.
Trondheim municipality also reserves the right to not use the framework agreement for lots under 500 000 NOK excluding VAT, if the assignment requires special competence beyond what the framework agreement partners have.
Trondheim municipality would like tenders for services that cover the needs as described below.
1. Flashing and guttering works;
2. Electro works;
3. Cooling and freezer installations;
4. Painting and wallpapering works;
5. Masonry, plastering and tiling works;
6. Plumbing works;
7. Joinery and carpentry works;
8. Ventilation works;
9. Site gardening works;
10. Sun screening;
11. Parquet polishing.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.

(3) Value added tax certificate (National requirement).

(4) Company tax certificate (National requirement).

(5) Other documentation required (please state below).

1 Requirement) The contractor shall use apprenticeship schemes or equivalent as a way of recruiting employers.

1 Documentation) Statement/documentation of the company’s apprenticeship scheme.

— If a contractor does not have an apprenticeship scheme in place, the contractor is obliged to get such a scheme in place within 6 months of the contract being signed. If this is not in place within the deadline, it will be seen as a serious breach of contract.

2 Requirement) The company shall fulfil the legal requirements in Norway within health, safety and the environment.

2 Documentation) A filled in and signed HSE self-declaration in accordance with annex 2 of the public procurement regulations (www.lovdata.no).

The company is required to have a minimum of 3 employees who have a master certificate or who have sufficient professional education within the relevant profession Capacity is to be documented by an overview of all the personnel the tenderer can use. Competence is to be documented by enclosing a copy of the employees’ master certificates or a copy of written confirmation of other relevant education and/or experience within the profession.

Account of the existing routines or a valid certificate from a third party verified system (e.g. Environmental Lighthouse, ISO 14001, EMAS). Or use a self-declaration, cf. this document’s annex 2.

Central certificate for the relevant works, alternatively documentation showing that local certification will be achieved for the relevant works.
