Award authority requests tenders for waste management for the period 1.12.2011 – 30.11.2013, with an option of a 1+1 year extension. Award authority wants to enter into agreements with one supplier for the complete assignment.
User area:
The framework agreement comprises waste management and grease/oil separator and sand traps from units that have been defined as office/industrial buildings. These are: Secondary schools in Sør-Trøndelag, Trondheim County House and 2 dental clinics, as well as special waste from all dental clinics in the county, as well as NGU at Lade/Østmarka. Hire of various equipment is also included in the contract.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Declaration of the company's participation in a publicly verified apprentice scheme(s) relevant to the contract.
(3) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(4) Value added tax certificate (National requirement).
(5) Company tax certificate (National requirement).
(6) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Økonomisk og finansiell stilling:
— Provision of the company’s last annual report to the Brønnøysund Register Centre and recent information of relevance to the company’s accounting figures,
— The company’s annual accounts including notes and the auditor’s reports,
— The company's turnover for the last years of relevance to this contract,
— Company report from D&B Credit Control (May be obtained by the Awarding Authority),
— Company and potential co-operating partners must have the necessary public approval for waste handling,
— Supplier must have insurance that will cover the compensation liability for damages they could cause the award authority, third party persons or objects in connection with the execution of the assignment.

Economic and financial capacity:
1. Good solidity - minimum rating code A/AN from Dun and Bradstreet Credit Control, or equivalent rating.
2. Public approval.
3. Liability assurance.
Teknisk og faglig kapasitet:
— A short description of how the company is organised for implementation of this contract. If the supplier is using co-operating partners or sub-contractors for this contract this must be documented,
— A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients,
— A description of the tools, plant, materials etc. and manpower available to the company for carrying out the contract,
— A statement of the quality assurance/quality control system operated by the company, quality handbook. If the supplier holds a quality assurance certificate they must submit a copy of this,
— A statement of supplier's environmental policy/environmental work. If the company has an environmental certificate the company must submit a copy of this.

Considerable experience from corresponding assignments is required.

Good implementation ability is required:
Requirement 3:
Registration in the Norwegian Labour Inspection Authority’s register.
Requirement 4:
It is required that the service provider has an efficient system for environmental management.
Kontraktutførelse
Andre særlige vilkår:
Suppliers must be registered in a publically approved apprenticeship scheme in regards to the contract execution.
The supplier for this agreement must also be willing to accept potential apprentices, within the relevant professions, that STFK has in the contract period.
Documentation requirements: suppliers shall document that they are approved apprentice companies in accordance with Kunnskapsløftet (the Knowledge Promotion) by the beginning of the contract period, at the latest.
