The assignment.
The awarding authority shall enter into a framework agreement for the technical operation of automatic warning aids and accompanying equipment, as well as a key box scheme.
The assignment is for all parts of the technical operation of the automatic warning aids and key box scheme, cf. point 2.3 below.
The turn-outs to users will be undertaken by the awarding authority’s own personnel in the home care service.
Alarms with accompanying equipment shall be able to be used together with the existing equipment. Alternatively, the new operator shall carry the cost of replacing the existing alarms with associated equipment.
Background.
Drammen municipality uses automatic warning aids as one of several low threshold offers to all persons over 80 years who would like this offer. I.e. everyone in this age group is granted the service independent of their level of function.
Users under 80 years can be granted an automatic warning aid in accordance with the following criteria:
— illness or conditions that result in an acute need for help,
— real danger of fall,
— problems connected to insecurity and anxiety.
An automatic warning aid requires installation of a landline telephone as well as the district nursing services having a key to the residence. the service is awarded by drammen municipality’s office for awarding services.
The district nursing service in Drammen is organised in 9 departments. There will normally be at least 4 employees in each department on duty.
The municipality has installed a fall alarm connected to the automatic warning aids for some users. Smoke alarms have also been connected to the automatic warning aids in some cases.
The smoke alarms shall be sent directly to the 110 exchange.
The alarm reception centre is situated at the district nursing service at the awarding authority, but the technical operation of the alarm service is carried out by a service provider (operator).
The assignment’s extent:
— operation of the alarm reception centre that receives and automatically forwards alarm calls from users to the district nursing service,
— procurement, service and storage of equipment on behalf of the awarding authority,
— installation and uninstall alarms, key boxes, smoke alarms and any fall alarms that are connected to the safety alarms or safety alarm service, as well as the distribution of mobile alarm senders,
— training users and any relatives in how to use the equipment,
— function control and maintenance of technical equipment connected to the service,
— key administration,
— registration and reporting of statistical information.

The minimum requirement for solidity for this procurement is a credit rating of AA. Tenderers that do not achieve AA because the tenderer is newly established or being established, must give a reason for this in the tender.
Each tenderer will be evaluated by the awarding authority with the help of a credit rating, obtained via AAA Soliditet AS’ internet based “direct reply model”.

The awarding authority will obtain the documentation for the credit rating themselves.
Companies that, due to the organisation form, are not credit rated by AA Soliditet AS will be evaluated by the awarding authority based on the service provider’s key financial figures. These tenderers shall enclose the company’s accounts and auditor reports for the last three years.

Teknisk og faglig kapasitet:

Wage and work terms.
Service providers shall ensure that the employees in their organisation and employees at any sub suppliers do not have worse wage and work conditions than those in the nationwide tariff agreement or what is otherwise seen as normal for the relevant place and profession in Norway. This is only for employees who will directly contribute to fulfilment of the service provider’s obligations in this contract.

The wage and work terms are included as a part of the HSE declaration and will be included as a contract term in the framework agreement.
Knowledge of Norwegian.
All those who will be involved in the cooperation with the awarding authority, users of the services or relatives shall understand written and oral Norwegian.
Experience from equivalent assignments.
This is to be documented by the company’s most important contracts in the last 3 years, including their value, date and contact persons with telephone number and e-mail addresses. This information will be used in an evaluation of whether the contracts were fulfilled and whether the tenderer is able to fulfil such an assignment.

Quality assurance system.
Tenderers are required to have an operative quality assurance system. This is to be documented by a description of the system, including the system structure and referrals to existing system documentation that can be checked. If a tenderer has valid certificates in accordance with the ISO 9001 standard, it is sufficient to enclose the certificates, cf. annex 1.

Tenderers shall be a member of Green Point Norway or an equivalent return scheme.
This is to be documented by a member certificate or other documentation that clearly shows that the membership is valid.
