Gjøvik kommune

The municipalities in the Gjøvik region require 3 suppliers for leasing/hire possibly purchase of municipal company cars.
The procurement will comprise framework agreements for procurement of vans and cars at a later date. Mini contests will take place between the selected suppliers each time the municipalities wish to procure vans/cars during the entire framework agreement period.
Award authority also requires tenders for the administration of the vans/cars. This is an option to this procurement, and therefore this option is voluntary for tenderers.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established;
(3) Value added tax certificate (national requirement);
(4) Company tax certificate (national requirement);
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).
Other required documentation: estimate of the size of the contract that can be executed by sub-contractors. State name of the sub-contractors and which services these may execute. Sub-contractors must submit the same documentation as main suppliers. Supplier must be a legally established company and be up-to-date with payment of taxes.

(1) The company’s most recent annual report including new information of relevance to the company’s accounting figures;
(2) Statement of the company’s turnover, of relevance to this contract, for previous years.
Minste nivå(er) av standarder:
Supplier must have sufficient economic and financial capacity to execute the contract.
Teknisk og faglig kapasitet:
(1) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts);
(2) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts);
(3) Samples, descriptions and/or brochures of the products to be delivered (for supply contracts);
(4) A statement of the company's health, environment and safety policy;
(5) A statement of the quality assurance/quality control system operated by the company;
(6) Other documentation required (please state below).
Description of supplier's environment and security in accordance with the requirements below.
Minste nivå(er) av standarder:
Supplier shall have the capacity and experience required to execute the supplies in accordance with the framework agreement.
Suppliers must have the systems required to ensure low environmental impact and good quality of the service. Suppliers must have the following systems for follow-up of the following conditions:
Continuous improvement of:
The organisation's competence regarding environment and safety.
Follow-up of award authority's cars/drivers (fuel consumption/co2 emissions, damages etc.) waste management including dangerous waste in connection with the cars.
