Statens lånekasse for utdanning

Lånekassen (The state educational loan fund) is carrying out a limited tender competition with a view to entering into framework agreements for the purchase of IT consultancy services within the following areas:
— Area 1: Consultancy support further development and management of existing system portfolio,
— Area 2: Consultancy support system development of new systems,
— Area 3: IT security,
— Area 4: IT operation and infrastructure.
The suppliers can submit tenders for one or more of the above framework agreement areas.

Kort beskrivelse:

Lånekassen requests IT consultancy services within system development of new systems. Moduls are built on a Microsoft platform with .Net, SQL server, Visual Studio, BizTalk, the regulation system Inrule, the case handling system Public 360 etc. See tender documents for further information.

Lånekassen's IT infrastructure is outsourced today and operates externally. Operation and management of the infrastructure, including user suppport services in connection with IT infrastructure are services which are delivered centrally to the head office and the regional offices. Lånekassen needs to be able to purchase support in consultancy and other services in connection with follow-up of IT operation and infrastructure.

In the work with IT secuirity the focus will primarily be the new customer and case handling solution. This will comprise, amongst other things, handling of personal information, establishment of authorisation mechanisms and various authentication levels within the solution. Objektive utvelgelseskriterier:

If there are more qualified suppliers than 5-7 per area, award authority will make a selection based on which suppliers are evaluated as the best qualified in accordance with the qualification criteria’s ”supplier’s organisation and capacity” (capacity) cf. Point 5.5 and ”supplier’s competence and experience”, see point. 5.6. Lånekassen will evaluate which suppliers have sufficient capacity, and will best cover the requested competence fields within each area. This does not mean that the suppliers must have capacity and competence within all the requested areas, but the suppliers that can demonstrate a good combination of sufficient capacity and good competence and experience within the relevant areas, including special competence in requested areas, will be preferred.
