The awarding authority invites companies to an open tender competition for a framework agreement for sprinkler installations.
The framework agreement is mainly thought to cover the need for Bergen municipal buildings, but it can also be used by other units in Bergen municipality.
The procurement consists of the following parts:
1. Periodic inspection of existing installations,
2. Repair and maintenance of existing installations,
3. Expansion and/or upgrading sprinkler installations,
4. Third party inspection of installations as needed,
Tenders shall be given for all parts of the procurement.

Beskrivelse av opsjoner:

The framework agreements are for 2 years. In addition the awarding authority shall have an option to extend the contract for a further 1+1 year. If the option is not taken up, the contract will end when the contract period expires, without any prior notice.

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

Teknisk og faglig kapasitet:

4.4.1 Ability to fulfil the contract.

— Organisation plan with an overview of the company’s total manpower including the number of employees with specific competence related to the procurement.

4.4.2 Experience from similar assignments.

— Reference lists, see annex 6.

Documentation shall be enclosed that shows the most important contracts in the last 3 years, including their extent, value, date and awarding authority or recipient.

4.4.3 Competence - FG-certification

— Valid proof of FG-certification for the company (FG-910).

4.4.4 Competence – certification for the right to be responsible

This procurement will include measures that require applications in accordance with the national building codes § 20-1. Measures that require applications come under the right to be responsible and therefore the professional manager at the tenderer is required to have this competence (education and experience) that is necessary for achieving local certification for the right to be responsible for development class 3 in the functions right to be responsible/engineering designer/worker and independent inspection of engineering design services and workers and that the company fulfils the other requirements for such certification. Equivalent documentation shall also be provided for any contract helpers.

— Current proof of central certification for the right to be responsible (development class 3) within the relevant professional field and function.

— Documentation that the company fulfils the requirements for local right to be responsible for the measure within the relevant development class and function. 4.4.1 Gjennomføringsevne

Det kreves at leverandøren viser god evne til å gjennomføre oppdraget i tråd med oppdragsgivers behov.

4.4.2 Erfaring fra lignende oppdrag

Det kreves at tilbyder har betydelig erfaring fra lignende oppdrag.

4.4.3 Kompetanse - FG-sertifisering

Tilsynet i brannvesenet krever at kontrollrapporter skal være utarbeidet av kvalifiserte kontrollører. Det kreves derfor at tilbyder er et FG-sertifisert foretak i henhold til FG-regler for automatiske slokkesystemer, sertifisering av foretak (FG-910) innen områdene prosjektering, utføring og kontroll.

4.4.4 Kompetanse - godkjenning for ansvarsrett

— Gyldig bevis på Sentral godkjenning for ansvarsrett (tiltaksklasse 3) innen relevant fagområde og funksjon.

— Dokumentasjon på at virksomheten oppfyller krav til lokal ansvarsrett for tiltaket innen relevant tiltaksklasse og funksjon. For utdypende informasjon om hvilke krav som stilles for å oppnå en slik godkjenning, se Forskrift om byggesak (SAK10) Tredje del - Godkjenning og ansvar.
