Framework agreement for consumables agriculture

The framework agreements are for the procurement of consumables for agriculture for entities in Hedmark county. Agricultural consumables are defined here as grain feed, trade manure, ensiling agents, seed corn and seeds, pesticides and various consumables (shop goods, supplies, etc.). Approx. 1 800 000 NOK excluding VAT was used in 2010 on grain feed, approx. 500 000 NOK excluding VAT on seeds, pesticides and manure and approx. 200 000 NOK excluding VAT on various agricultural consumables. The dominating customers are the 2 colleges Jønsberg sixth form college in Stange with approx. 75 % of the consumption and Storsteigen sixth form college in Alvdal with approx. 25 % of the consumption. This estimate of the amount and its division is not binding for the county.
The awarding authority plans to enter into parallel framework agreements with several suppliers within each product category, provided that the number of tenders allows this, in accordance with the public procurement regulations (FOA) § 15-3. Tenderers can give a tender for products within one or several product categories.

The framework agreements for 2 years from when it is signed. The awarding authority shall have an option to extend the contract for a further 1+1 year.

The tenderer is required to not have a legal conviction for participation in a criminal organisation or for corruption, fraud or whitewashing of money in the last 5 years. Shall be confirmed by the tenderer.

The awarding authority will themselves obtain a credit rating/accounting data.
Minste nivå(er) av standarder:
As a minimum the tenderer is not to be bankrupt, in the process of debt negotiations, winding up or have suspended the company. Furthermore a credit rating from Lindorff is required with a minimum score of 2 (obtained by the awarding authority). Companies without a score in the Lindorff base will have their accounting figures in the base evaluated by the awarding authority, or they will obtain external help to evaluate the tenderer’s economic and financial position.
