Electronic interaction in the Justice Sector is a prioritised commitment area. Better exploitation of ICT is one of the measures which will contribute to better information division and flow in and between the sub sectors and with external parties. The aim is to get better processes and systems internally in each sector as well as better interaction between the sectors in order to achieve efficiency and quality gains. The awarding authority has thus a need for assistance with the development and renewal of the sector’s ICT systems. The procurement consists of the following sub areas:
1. Project management
2. ICT strategy, management and organisation
3. ICT development and establishment of administration systems, user interface, testing as well as implementation and training
4. Architecture
5. ICT procurements

The awarding authority has an option to extend the contract on the same terms for 1+1 year so that the total possible contract length is 4 years.

Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

— Annual accounts including the board’s annual report and the auditor’s statement for the last 3 accounting years,
— Credit rating from a credit rating institution, not older than 6 months.
Minste nivå(er) av standarder:
Tenderers shall have the financial capacity to fulfil the assignment/contract and they shall be credit worthy (not lower than A (Dun & Bradstreet) or equivalent).
Teknisk og faglig kapasitet:
Other documentation required (please state below).
1. A list of the 5 most important deliveries in the last 3 years shall be enclosed, including information on value, date and recipient (name, telephone number and e-mail addess).
2. Tenderers shall state the capacity within the sub areas a tender is to be given for, as well as their competence.
3. If sub suppliers/co-operation partners are to be used, a copy is to be enclosed of a signed contract between the parties, or confirmation from the sub supplier/co-operation partner that they have entered into a co-operation agreement. The part of the delivery that the sub supplier/co-operation partner will be responsible for shall be specified.

4. The system for quality assurance/control shall be documented.
Minste nivå(er) av standarder:
1. Tenderers shall have experience from equivalent assignments/framework agreements.
2. Tenderers shall have sufficient capacity and competence to fulfil the assignment which will be awarded under the framework agreement.
3. Tenderers shall have established connections with any sub suppliers/co-operation partners and shall have the right to use the offered resources during the contract period.
4. Tenderers shall have a good and well functioning system for quality assurance/control.

Objektive utvelgelseskriterier:
It is possible to apply for qualification for one or several sub areas. The awarding authority will, on the basis of the evaluation of the received enquiries, invite a minimum of 5 interested companies who best fulfil the qualification requirements per sub area to give a tender.
