The Norwegian Mapping Authority, Hydrographic Service, c/o the project department would like to enter into a framework agreement with an external company for consultancy services for project management and participation in ongoing and coming projects and assignments:
Technology development: procure and implement IT systems, mostly within geographical information technology, both internally in the Norwegian Mapping Authority, Hydrographic Service’s production line and for interface with cooperation partners, information providers and users.
Process development: review and propose future orientated systems for the establishment, administration and communication of marine geographical information.
Entity development: Review and plan activities within the entity’s commitment areas, including activity planning and the development of cooperation models.

Beskrivelse av opsjoner:

2 year contract period. The awarding authority has an option to extend the contract on the same terms for a further 1+1 year. The total possible contract length is 4 years. The options will automatically be taken up if the awarding authority has not given notice on the contract at the latest 3 months before the contract expires.

Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.

(3) Value added tax certificate (national requirement).

(4) Company tax certificate (national requirement).

(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

Økonomisk og finansiell stilling:

(1) The company’s most recent annual report including new information of relevance to the company’s accounting figures.

(2) Other documentation required (please state below).

The last year's annual accounts including the board's annual report and the auditor's statement.

Teknisk og faglig kapasitet:

(1) Overview of the company's total manpower.

(2) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts).

(3) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts)

(4) A statement of the quality assurance/qu.ality control system operated by the company.

(5) Other documentation required (please state below).

Security clearance from the Norwegian National Security Authority (NSM) will be required for some of the assignments. The service provider shall enclose the procedure for security clearance.
