Framework agreement for application management and application development

Statens pensjonskasse, hereafter SPK, requests tenders for a framework agreement for ICT services for application management and application development. SPK has a framework agreement for IT assistance and consultancy services which expires in July 2011. We therefore need to enter into new framework agreements for services within the area of IT (ITO). The aim of the agreement is to enter into framework agreements to gain access to consultants with documented competence and experience from ICT application management and application development. SPK will enter into agreements with tenderers which have access to professional resources with competence in, and experience from, application management and application development. When awarding the agreements SPK seeks tenderers to have the routines for the contractual professional resources requested by the award authority. Framework agreements shall be entered into with a minimum of 3 (three) and a maximum of 5 (five) suppliers. All tenders shall be submitted electronically in PDF format by the use of electronic signature via the Mercell portal, www.mercell.no, within the tender deadline. Tenders submitted in any other way will be rejected. If tenderers have any questions for SPK regarding this contest they must use the the Mercell’s communication model so that all communications are logged. (2) Value added tax certificate (national requirement).
(3) Company tax certificate (national requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).
Økonomisk og finansiell stilling: Solidity evaluation from approved credit evaluation company must be submitted.
Minste nivå(er) av standarder:
The evaluation must be no older than 1 month from tender deadline. The evaluation must document if company is credit-worthy, and should also include degree of bankruptcy risk (bankruptcy prediction).
Teknisk og faglig kapasitet:
The service provider shall describe his company, including:
a. history and the current organisation,
b. Professional area within application management/application development.
The tender shall include an overview of the service provider’s relevant assignments in the last three years which cover application management/application development.
An overview that shows that the service provider can use a sufficient number of resources which fulfil the manpower requirements within the respective consultancy categories.
Minste nivå(er) av standarder: Documentation from two assignments from each of the cunsultancy cathegories.
