The service provider shall provide delivery services for all of the Norwegian Directorate of Health’s, henceforth referred to as the Awarding Authority, departments, primarily in the Oslo area. The Norwegian Registration Authority for Health Personnel (SAFH) and the Norwegian Knowledge Centre for the Health Services (NOKC), also with premises in Oslo are included in the agreement. The Health and Social Services Ombudsmen (POBO) are also included in the agreement and can carry out call-off orders against the agreement in accordance with requirements and geographical locations.
The emphasis of the delivery will comprises transport of letters/small parcels, mainly in the Oslo and surrounding areas, e.g. between the Awarding Authority’s premises and departments and other government agencies. The agreement also includes freight of heavier dispatches - printed matter and ICT equipment. Compare the requirement specifications.

The Awarding Authority reserves the right to collect supplementing information of the company’s economic and financial capacity by using services provided by Purehelp online.

— List of references of the supplier’s relevant deliveries for the previous 3 years. The list shall contain information of the recipients, values, references, description of the deliveries, and the function the supplier had in the deliveries. Reference will be addressed upon requirements, only.

— Description of the supplier’s professional compentece and/or capacity, including an overview of the total manpower divided in service categories (minimum 3 pages).
— Description of the system which substantiate that the environmental requirements are met.
— If the environmental routines are described in the company’s quality and environmental management system in accordance with ISO 14001, Eco-Lighthouse system or equivalent 3 party verified systems, it will be sufficient to present a valid certificate with an indication of where these are described in the certificate. As an alternative, the tenderer may describe current goals, action plan and routines which substantiate that the requirement is met.

— In order to ensure low environmental impact and good quality of the requested service, it is required that the supplier has an established system for transport planning/logistics, including:
— co-ordination,
— minimalisation of idle running.
In order to ensure a low environmental impact and good quality of the service, it is a requirement that the supplier has established systems for following-up and continuous improvement of:
— the organisation’s competence in relation to environment and safety,
— purchase, maintenance and sale of means of transport,
— the products climate influence (driving course, minimalisation of idle running, correct disposal of vehicles, use of bicycle messengers when found suitable, etc.),
— waste management, including hazardous waste related to the means of transport.
