The framework agreement shall cover the awarding authority’s need for project management and consultancy for engineering design services, renovation, new procurements for building constructions in Oslo town hall and Heftyevillan. The service provider shall also be prepared and able to work out technical specifications for use in the awarding authority’s tender competitions, as regards both national and EEA standard.
The contract’s value is estimated to 650 000 NOK excluding VAT per annum in the contract period. Emphasis is put on the fact that the historical data can deviate from future use and needs, and that the awarding authority is not bound to the estimated volume. In addition the awarding authority is always bound as regards political decisions and guidelines regarding grants.

The company’s last annual accounts including notes, the board’s annual reports and the auditor’s reports, as well as recent information which is relevant for the company’s accounting figures.
The awarding authority will obtain credit information on the tenderers.

Teknisk og faglig kapasitet:

Overview of 3 relevant assignments in the last 3 years. Annex 5 – matrix for reference projects shall be filled in.
Information on education and professional qualifications for the person(s) who shall carry out the service. Annex 6 – matrix for the offered personnel shall be filled in.
Central certification or a statement that the company is qualified for local certification in development class 3 for inspection and engineering design services and execution.
Certificate of the company’s quality assurance system/control system issued by independent bodies which confirm that the contract fulfils certain quality assurance standards, e.g. ISO9001. The awarding authority will also accept other documentation which shows that the company has equal quality assurance measures. Note: the contents for quality assurance alone will not be accepted without further comments and an account of the tenderer.

Minste nivå(er) av standarder:
Very good experience from equivalent assignments, i.e. relevant engineering design assignments in buildings dating from 1931 – 1955.
Public certification is required (when necessary) for the works which shall be carried out.
Satisfactory quality assurance system.
