Framework agreement consultancy service for the Norwegian Maritime Directorate’s field divisions

The Norwegian Maritime Directorate’s division for vessels and seafarers, henceforth referred to as the Awarding Authority, has a total of 97 employees divided between 7 subdivisions. The Awarding Authority’s main tasks are inspection of Norwegian vessels by controlling conditions related to security in connection with construction and certification of vessels, prepare regulations, issue personal maritime certificates, follow-up seafarers’ working and living conditions as well as carry out attitude forming works.
The Awarding Authority has many incomplete cases and long case-procedure period due to major new construction projects and reconstruction projects in the trade during the previous years. In order to reduce the amount of case procedural and case procedure period the Awarding Authority wishes to enter into a framework agreement with a company which can provide hiring of high qualified consultants.

It may also be requirement for consultancy services in connection with absence due to sickness or other absence of such length and nature that it is unnecessary to publish long term temporary positions. (4) Self-declaration in compliance with appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

No documentation is requested submitted. The Awarding Authority will obtain credit appraisal from an approved credit rating agency such as Dun & Bradstreet, or equivalent. The service provider must as a minimum achieve rating “a worthy of credit” or equivalent.

The service provider shall have sufficient financial strength and security to meet the contractual obligations.

(1) Overview of the company's total manpower
Reference list of the service provider’s principal deliveries the previous 3 years with relevance for this framework agreement. The list shall contain awarding authorities, contact information, the extent of the assignments and duration periods. Description of the deliveries and the service provider’s role in the deliveries shall also be included in the list. If sub-providers are engaged in the entire delivery or parts of the delivery, corresponding reference list shall be presented for the sub-provider. The Awarding Authority reserves the right to contact the listed references.
