The Norwegian Maritime Directorate’s division for vessels and seafarers, henceforth referred to as the Awarding Authority, has a total of 97 employees divided between 7 subdivisions. The Awarding Authority’s main tasks are inspection of Norwegian vessels by controlling conditions related to security in connection with construction and certification of vessels, prepare regulations, issue personal maritime certificates, follow-up seafarers’ working and living conditions as well as carry out attitude forming works.
The Awarding Authority has many incomplete cases and long case-procedure period due to major new construction projects and reconstruction projects in the trade during the previous years. In order to reduce the amount of case procedural and case procedure period the Awarding Authority wishes to enter into a framework agreement with a company which can provide hiring of high qualified consultants.

The Awarding Authority has estimated the annual value of call-offs on the framework agreement to approx. 4 000 000 NOK. During the years to come the Awarding Authority expects requirements for temporary hire of qualified consultants for the same assignments. It may also be requirement for consultancy services in connection with absence due to sickness or other absence of such length and nature that it is unnecessary to publish long term temporary positions.
