Framework agreement - Construction management

Undervisningsbygg Oslo KF

Municipal Undertaking for School Buildings, henceforth referred to as the Awarding Authority, shall enter into a framework agreement for construction management. The construction management shall represent the Awarding Authority‘s and their interests at the construction sites and safeguard the Awarding Authority‘s interests in the total construction process. Normally the Awarding Authority has approx. 50 school facilities project per annum.
The annual investment budget in 2011 is approx. 2 500 000 000 NOK. The investment budgets are at all time dependent on annual allocations and may vary in total volume during the agreement period.
7-10 parallel framework agreements regarding construction management will be entered into. This is dependent on number of suitable service providers and tenders. The framework agreement is limited to the Awarding Authority’s properties.

Credit appraisal/rating not older than 3 months based on the most recent accounting figures. The entire credit rating report shall be presented and shall contain key figures for the previous 3 financial years. The rating shall be carried out by a publicly approved credit rating agency.

Teknisk og faglig kapasitet:

(1) Other documentation required (please state below):

— a list of the most important deliveries and performed services for the last 3 years, including information of value, dates and name of the public or private recipient. For services provided to public awarding authorities, documentation shall be given in the form of certificates issued or confirmed by the relevant authority. If there were services to private companies, the certificates shall be issued or confirmed by them. If there are no certificates, a statement from the supplier can be accepted,

— an account of the service provider’s average workforce and the number of employees in the administrative management during the last 3 years. Information of education and professional qualifications available for the service provider as well as the company’s administrative management (competence matrix).

— certificate of the company’s quality assurance system/control system issued by independent organs that confirm that the supplier fulfils certain quality assurance standards, e.g. ISO 9001:2008,

— the awarding authority can also accept other documentation that shows that the service provider has equivalent quality assurance measures.

Minste nivå(er) av standarder:

— the service provider shall present documentation which substantiates competence and experience from construction management assignments,

— sufficient capacity and implementation ability to manage assignments given in the framework agreement,

— the service provider shall present documentation showing sufficient quality assurance system.
