The framework agreements are for 2 years starting from date given in the tender documents. Option for the Awarding Authority to prolong the agreement with further 1+1 year.

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

4.5.1 Implementation ability.
Documentation:
— organization chart with overview of the company’s total manpower, including employees with specific competence in relation to the procurement,
— overview of number of service vehicles equipped for carrying out requested works.
4.5.2 Experience from equivalent assignments.
— list of references, see annex 5.
Documentation shall be enclosed which shows the principal, relevant deliveries for the previous 3 years, including their scope, values, dates and awarding authorities or recipients.
4.5.3 Competence.
Documentation (one of the following):
— valid certificate showing that Central approval for right to accept responsibility (enterprise classification 2) for the relevant field and function, or,
— documentation showing that the company meets the requirements for local right to accept responsibility for the works within the relevant enterprise classification and function. See the Building Application Regulations (SAK 10), Third section - Approval and liability.

4.5.4 Permission for carrying out asbestos works.
— valid certificate showing permission to carry out demolition, repairs and maintenance for materials containing asbestos, or
— documentation substantiating that the company meets the requirements for obtaining the above described permission. For detailed information of requirements required for achieving this permission, see The Asbestos Regulations, or,
— statement of disposal of other company’s resources. See annex 6 as well as documentation regarding this permission.
Minste nivå(er) av standarder:
4.5.1 Implementation ability.
It is required that the tenderer demonstrates good ability to carry out the assignment in accordance with the Awarding Authority’s requirements.
For each of the 4 zones it is required minimum the following manpower and number of service vehicles:
Zone 1 Fana and Ytrebygda: 5 employees, 1 vehicle.
Zone 2 Laksevåg and Fyllingsdalen: 10 employees, 1 vehicle.
Zone 3 Bergenshus and Årstad: 5 employees, 1 vehicle.
Zone 4 Åsane and Arna: 5 employees, 1 vehicle.
If tenders are submitted for several zones, the implementation ability must satisfy the sum of the requirements for each of the zones.
4.5.2 Experience from corresponding assignments.
It is required that each tenderer has considerable experience from corresponding assignment.
4.5.3 Competence.
It must be expected that this contract will include measures that are subject to compulsory applications in accordance with the Planning and Building Act’s §20-1. The compulsory application measures are subject to right to accept responsibility and it is therefore required that the tenderer’s technical manager has the competence (education and experience) which is necessary for achieving local approval for right to accept responsibility for enterprise classification 2 for the function responsible applicant/designer/executor. It is also required that the company fulfils the remaining requirements for achieving such approval. Corresponding documentation shall be presented for sub-contractors, if any.

4.5.4 Permission for carrying out asbestos works.
Assignments involving asbestos renovation works may occur and the tenderer must therefore be able to handle this type of works. Consequently it will be required that the tenderer meet the requirements for obtaining permission from the Norwegian Labour Inspection Authority for working with asbestos or has a binding agreement to engage resources from other businesses which meet the requirements.

If the requirement is met by engaging sub-contractors, documentation shall be presented which demonstrates that the tenderer has disposal of these resources for the works included the Asbestos Regulations.
