Framework agreement bus for the underground and trams

Oslo T-banedrift AS and Oslotrikken AS would like to enter into a framework agreement which covers buses for the underground/trams at times of deviations.
The assignments will vary in extent and length and will consist of driving the tram’s and underground’s customers during, among other things:
— traffic stops,
— lack of availability of carriages and/or personnel,
— planned deviations from minor assignments during parts of the operating day with a limited number of buses to full replacement of, for example, the Lambertseter line or Ekeberg line for longer period.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Organisation:
The service provider shall besides the traffic controller centre be able to document resources and competence for taking care of all forms of traffic clarifications, including clarifications with the authorities on routes, stops, formal resolutions, signing etc.

The service provider shall also have competence and resources for local traffic management and information work at intersections, crossing places etc. when carrying out the assignments.
Økonomisk og finansiell stilling:
(1) The company’s most recent annual report including new information of relevance to the company’s accounting figures.
(2) Statement of the company’s turnover, of relevance to this contract, for previous years.
Teknisk og faglig kapasitet:
(1) Overview of the company's total manpower.
(2) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts).
(3) A statement of the company's health, environment and safety policy.
(4) A statement of the quality assurance/quality control system operated by the company.
Buses which are used shall have a “low floor” or “low entry” and shall be equipped with Ruter’s ticket and real time information system.
Tenderers which do not currently have such equipment installed will themselves be responsible for entering into a contract with Ruter for the installation, operation and maintenance of this.
Both midi, normal and articulated buses will be used for the assignments.
