The aim of this contract is to meet the armed forces' need for an advertising agency which can assist with ideas and concept development for communication/market communication. Campaigns shall be based on a given concept, developed by the armed forces.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Value added tax certificate (national requirement)

(3) Company tax certificate (national requirement)

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement)

— The tenderer shall have his tax, employer’s contribution and VAT payments in order,

— The tenderer shall fulfil the Norwegian HSE requirements for work carried out in Norway,

— The tenderer shall be a legally established company.

Økonomisk og finansiell stilling:

— The tenderer's annual accounts including notes with the board's and auditor's reports from the last 2 years shall be enclosed.

Minste nivå(er) av standarder: — The tenderer shall have sufficient financial strength to fulfil the contract.
Teknisk og faglig kapasitet:

— A short and general description of the company shall be given, including,

— An account of the company’s business idea and core competence related to this contract,

— The share of the company connected to this type of assignment,

— Description of how the tenderer is organised for fulfilling this contract,

— Overview of the company’s (including any sub supplier’s) total manpower, relevant for this contract,

— A short description of the general quality assurance system that the tenderer will use for fulfilment of the contract.

The tenderer must have sufficient capacity and resources to fulfil the assignment in accordance with the contract.

— If a cooperation constellation or sub suppliers are used, the tenderer shall enclose a description of: the name and address, extent of responsibility and roles in the relationship, the relationship’s formality, as well as to what extent the tenderer intends to have a sub supplier as an active participant in the tender process. If important sub suppliers have not yet been chosen, an overview of actual potential sub suppliers is to be given,

— The tenderer shall enclose an overview of equivalent/relevant assignments in the last 3 years. The overview shall include who the awarding authority was, what work was carried out, including the main service in the assignment, when the assignment was carried out, the value of the contract and the contact person at the awarding authority. annex C can be filled in,

— The tenderer shall also enclose a minimum of 2, maximum of 5 certificates from reference customers. The feedback from reference customers will be used to evaluate the qualitative experience,

— The attached form can be used, see annex C. Previous certificates which have been obtained can be used as long as the content is in accordance with this template,

— In addition CVs for the persons who will be responsible for carrying out the assignment shall be enclosed, with information on education, relevant experience and concrete reference projects.

Minste nivå(er) av standarder:

— The tenderer shall have a sufficient ability to fulfil the contract,

— The tenderer shall have very good qualitiative and quantitative experience from equivalent assignments.
