Forbrukerportalen.no is the Norwegian Consumer Council, henceforth referred to as the Awarding Authority, preferred channel for communication of consumer information. In order to obtain a system that to a large degree is adapted the net sites’ content and the Awarding Authority’s requirements for publication, the Awarding Authority wishes to establish a new network system.
The existing network system was launched in 2004 and is based on subject index and the publication system Zope. The existing publication system provides little flexibility in relation to presentation of content and the Awarding Authority is to a large degree dependent on the supplier to carry out smaller adjustments. In 2009 some adjustments were made in relation to process orientation of the information regarding consumer rights in addition to some new functionality implemented in parts of the publication system.
The existing system is not sufficient enough adapted publication and presentation of larger, complex product and service tests. The Awarding Authority also experience that the structure in the existing system not distinguish information about actual consumer rights and political information in a satisfactory manner.
At present the Awarding Authority has competence on the publication system Enonic through the Awarding Authority’s framework. The Awarding Authority is open for different technology but will consider the internal training costs which will occur in relation to implementation of a new publication system.
The Awarding Authority has an Enonic Enterprise licence. The licence costs in connection with a new publication system will be assessed against the existing licence costs and any necessary upgrading which must be established in the existing system in order to operate several net sites from the same system.
