Evaluate the feasibility of building and operating stable and reliable distribution of petroleum products from a refinery proposed to be built in Uganda.
The study should analyse and evaluate alternative means of distribution e.g truck, rail, pipeline and/or barge with associated infrastructure. Key parameters to be evaluated are capacities, location and technical and operational features. The alternative solutions should be evaluated, rated and recommended by analyzing economics (investment & operation), risk, complexity and reliability.
The objective is to develop a plan for an effective distribution system capable of handling all products from the proposed refinery and supplying them to relevant markets in Uganda and the region. An important element of the project is to evaluate the role and use of existing infrastructure and facilities. If appropriate, necessary upgrading of these facilities should be described and assessed.
The study should produce an overall project plan for distribution of petroleum products. The overall plan should include a development plan with time-line for further development of the study's conclusions hereunder recommendations for establishment of infrastructure and facilities.

Minste nivå(er) av standarder:
(1) Experience from planning, designing, development and operation of distribution systems (storage and transport) for petroleum products
(2) Company is expected to be sufficiently competent to give advice on optimizing the entire value chain. Experience in oil refining/process technology is therefore regarded as an advantage.
