Executing of the research questionnaire 2011 RNNP

The Petroleum Safety Authority (PSA)

As a part of the Petroleum Safety Authority's (PSA) project ”Utvikling i risikonivå norsk petroleumsvirksomhet” (trends in risk level in the petroleum activity) (RNNP) a questionnaire shall be carried out amongst all personnel working on the Norwegian Continental shelf, and on petroleum installations on land. The distribution and collection of questionnaires shall be carried out in the period 17. October to, and including, 27 November 2011, and reporting in February 2012.
The questionnaire will be in Norwegian and English. PSA supplies the questionnaires including front page and instructions, reply envelopes and information materials.
The assignment comprises (see detailed description in the tender documents):
— Setup for, and testing of, electronic response to the questionnaires, execution of electronic collection of data,
— Distribution and collection of paper forms, supply of suitable boxes for depositing these forms, and return dispatch, optical reading and processing,
— Distribution of information and posters,
— Analysis of the replies and reporting back,
— Participation in meetings with the partners (interest groups in the petroleum activity) where the practical conditions regarding the execution of the research will be discussed and agreed.

The tenderer shall enclose the company's competenc profile. This means a general description of what competence and qualifications the service provider offers.

The tenderer's competence profile. This means an overview of the competence the tenderer's can provide.
The tenderer's experience profile. This means an overview of experience from equivalent assignments, especially from the type of the research questionnaires which are requested for this assignments.
Description of supplier’s most relevant assignment in the last 3 years, including a statement of the assignment’s value, date and recipient (name, telephone and e-mail). Referees will only be contacted if needed.
Overview of manpower, IT tools and potential sub-contractors to be used for carrying out the assignment.
Minste nivå(er) av standarder:
1. Competence and experience
Tenderer must document high professional competence and experience from:
— occupational health and safety (working environment) and safety regarding major accidents on the Norwegian continental shelf and onshore petroleum sites,
— analysis, evaluation and reporting of results of questionnaires on working environment and safety.
2. Sufficient capacity to undertake the assignment
The PSA intends to carry out a large questionnaire-based investigation using both paper forms and electronic replies, across many companies in different locations and without the possiblity to distribute links for electronic responses via e-mail.
