Evaluation of pilot project regarding closer follow up and extended self-reported sick leave

This procurement is aimed at obtaining competence in the form of an evaluator who shall assist with the evaluation of “pilot project regarding closer follow up of persons absent from work due to sickness and extended self-reported sick leave”.
The background for the project is the desire to find out if closer follow up of persons absent from work due to sickness and the extended self-reported sick leave period has a positive effect on sick leave development in selected entities. The pilot project regarding extended self-reported sick leave has been examined in Kristiansand and Mandal municipalities over a long period.
It has been decided to extend the pilot project regarding closer follow up and extended self-reported sick leave so as to obtain more knowledge of the isolated effects. The need to test a pilot project regarding extended self-reported sick leave period in several entities has also been discussed in NOU 2012:13 “work for health”.
The evaluator shall, amongst other things, be responsible for:
— developing the research design for the project that will form the basis for the evaluation in accordance with the project’s aim and relevant problems,
— developing criteria for the selection of entities for the pilot project in cooperation with the awarding authority/work group,
— developing specifications for the implementation in cooperation with the awarding authority/work group,
— assisting in selecting entities,
— evaluating the need for, and possibly developing, a zero analysis,
— implementing an effect study of the pilot project,
— developing a concrete plan for the evaluation,
— quality assuring the implementation of the pilot project and follow up of the data acquisition,
— Reporting the results from the survey,
— Having a dialogue with the awarding authority and reference group throughout the project.
