Engineering design services from architect

Oslo Universitetssykehus HF

In the future Oslo University Hospital HF, henceforth referred to as the Awarding Authority, will require considerable construction, renovation and reconstruction works at the hospital’s areas. The requirement for continuous operation at all of the hospital’s wards will result in that the Awarding Authority wishes to enter into a framework agreement for engineering design services of these constructional and functional works.
The objective is to enter into a framework agreement with 5 service providers, but it may be an option to enter into a framework agreement with 3 service providers if there is lacking sufficient number of qualified providers in accordance with qualification requirements. The value of the engineering design services cannot be precisely estimated, but the preliminary total project value (for all disciplines) is approx. 400 000 000 NOK per annum, including VAT.
Number of projects is not yet defined. The size of each call-off may vary. The Awarding Authority is not obliged to purchase any definite volume for each discipline during the agreement period.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Value added tax certificate (national requirement);
(3) Company tax certificate (national requirement);
(4) Self-declaration in compliance with appendix 2 (HSE) of the Norwegian procurement regulations (national requirement);

Foreign tenderers shall substantiate that the company is registered in the trade index or the Register of Business Enterprises as required in the legislation where the tenderer is established.

— Approved annual accounts with auditor’s reports for the previous 2 fiscal years,
— Newly established companies not able to present approved annual accounts, shall present bank guarantee or parent company guarantee which provide an equal guarantee for implementation ability.
The following documentation shall be attached the tender:
— Statement of the company’s total turnover and turnover for the requested services for the previous 3 years,
— Credit appraisal/facts of the tenderer/analyse of the tenderer from an approved credit rating agency. This documentation shall not be older than 6 months.
Teknisk og faglig kapasitet:
(1) A list of the principal deliveries effected, or main services provided, by the company, in the past 5 years, with the values, dates and recipients (for works contracts);
(2) Other documentation required (please state below).
The tenderer shall have experience with engineering design of internal and external construction/reconstruction works for hospital areas, or engineering design in relation to construction/reconstruction of other buildings of corresponding nature and complexity/degree of difficulty. This experience shall be from the previous 5 years.
