Bergen municipality would like to enter into a contract for the procurement of dinners for old people’s homes and nursing homes, old people’s centres, day centres, cafeterias for elderly persons etc. and for service recipients who live at home for delivery in Bergen municipality and more, cf. point 1.1.
The contract is for the procurement and delivery of a total of approx. 440 000 dinner portions per annum. Of this approx. 330 000 portions shall be delivered to institutions etc. and approx. 110 000 portions shall be delivered to service recipients who live at home. The main principle for dinners for institutions etc. is sous vide food, whilst the main principle for dinners for service recipients who live at home is cook/cool produced food. It is expected that cold food will make up approx. 70 % of the delivery to service recipients who live at home and hot food approx. 30 % of the delivery. Only cold food is to be delivered to institutions etc.
Florida nursing home is also included in the contract until the nursing home is wound down during 2012. They have an annual volume of approx. 25 000 dinner portions. This volume is in addition to the stated volume of 440 000 dinner portions per annum.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate;

(2) Value added tax certificate (national requirement);

(3) Company tax certificate (national requirement);

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

Annex 3 HSE self-declaration must be filled in as documentation of fulfilment of the HSE rules.

Requirement: the supplier shall have a licence from a local inspection authority for operation and activity level.

Documentation: certification from an inspection authority (the Norwegian Food Safety Authority) for operation and activity level. The documentation shall not have been issued more than 6 months before the tender deadline expiry date.

Foreign suppliers shall enclose a certificate from equivalent authorities in the country where they are registered.

Foreign suppliers shall prove that the company is registered in a trade register or company register as described in the law in the country where the supplier is established.

Økonomisk og finansiell stilling:

Requirement: the company’s solidity.

Suppliers must have good economic and financial strength as regards their company in general and as regards to this procurement’s character. A minimum character of “satisfactory” is required within two of the following criteria: liquidity, profitability and solidity, as described in Proff Forvalt’s rating.

Documentation: Bergen municipality will obtain the above information via Proff Forvalt credit rating company. Therefore it is not necessary to enclose this information (all companies that have sent their accounts to the Brønnøysund Register Centre will be registered through Proff Forvalt). Tenderers are requested to check that such information is available in Proff Forvalt (www.forvalt.no).

If a supplier has valid reasons as to why they cannot provide the requested documentation, the supplier can prove his economic and financial position with other documentation that the awarding authority deems suitable.

Teknisk og faglig kapasitet:

(1) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts);

(2) A statement of the quality assurance/quality control system operated by the company.

Requirement: Ability to fulfil the contract – personnel.

Suppliers are required to have a good ability to fulfil the contract in accordance with the awarding authority’s needs.

Documentation:

Overview of the company’s key persons, manpower and number of man labour years, with competence in special/important fields for the execution of this contract. This is to include special expertise on production methods such as sous vide and cook/cool where shelf life and hygiene are decisive factors.

Requirement: ability to fulfil the contract – equipment.

Suppliers must document that they have sufficient production and transport capacity for the contract. An overview is to be enclosed of the instruments, machines, tools, materials or technical equipment including their capacities that the supplier can use for fulfilment of this contract.

Requirement: routines for environment control.

The contract requires suppliers to have routines and systems that ensure a low impact on the environment when fulfilling the contract.

Documentation (shall be given in one of the following ways):

Description of the company’s routines and systems connected to the choice of chemicals and handling, traceability of raw goods, recycling/minimising packaging.

If the routines are described in the company’s quality or environment management system in accordance with ISO 14001 or equivalent third party verified system, the current certificate, as well as a copy of the relevant routines shall be enclosed.
