Cultural orientation programme for Quota Refugees

The procurement includes purchase of services in relation to implementation of the cultural orientation programme (the CO programme) for quota refugees. By increasing the refugees knowledge of Norway, the project shall help the refugees to cope with the immediate difficulties upon arrival, increase their ability to become self-reliant more rapidly and organize integration towards the Norwegian society. A part of the service will include information course for the relevant municipalities which shall settle or have already established refugee settlement.

Total amount or extent, including any lots and options:At present the Norwegian Parliament has stipulated the Norwegian quota of refugees which shall be resettled in Norway to approx. 1 200 people. implementation of 4-5 CO courses in selected countries within one year prior to the refugees’ arrival in Norway, must be executed. Due to practical/financial reasons, the cultural orientation (CO) programme shall be made available for groups of quota refugees who are temporary settled on the same location.Numbers of participants to the course are not yet know, but it is expected that it will not exceed 75 % of the annual quota. One course shall comprise of 4 days training for people older than 16 years (20 hours) and 2 days training for people between 8-16 years (10 hours). Children between 0-7 years old are not included in the training, but shall be attended to by providing child care during the parents‘training.Each year information seminars for Norwegian municipalities which shall settle or already have established refugee settlements shall be implemented. The estimated extent of seminars are between 15 -20 seminars per annum. Previous experience from implementation of CO Programme indicates an estimated value of 3 000 000 NOK (including VAT).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Value added tax certificate (national requirement);
(3) Company tax certificate (national requirement);
(4) Self-declaration in compliance with appendix 2 (HSE) of the Norwegian procurement regulations (national requirement);
Tenderers must substantiate sufficient organizational and legal solidity. Foreign tenderers must present VAT and tax certificates from the country the head office is located.

(4) A statement of the company's health, environment and safety policy.
