The awarding authority would like to improve its digital systems for communication and interaction with the rest of the world. Statkart.no is the awarding authority’s most important external communication channel. The aim of the procurement is to get a new and more modern tool for the publication and administration of content and to develop a new statkart.no.
The following elements are included in the contract:
1. Concept development/preliminary project (target group analysis, info architecture, design etc.);
2. Content management system (CMS);
3. System development (integration, installation, search technology and subject map technology etc.);
4. Implementation, support and further development.
The contract stretches from concept development to the completed webportal and is a strategically important commitment for the awarding authority.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Value added tax certificate (national requirement);
(3) Company tax certificate (national requirement);
(4) Self-declaration in compliance with appendix 2 (HSE) of the Norwegian procurement regulations (national requirement);

The service provider shall have his tax and VAT payments in order.
The service provider shall have a functioning VAT system.
The service provider shall be a legally established company.
Foreign companies: Proof that the company is registered in a trade register or company register as described in the law in the country where the service provider is established.
Økonomisk og finansiell stilling:
(1) Other documentation required (please state below).
A credit rating from a publicly certified credit rating institution, not older than 6 months shall be enclosed with the tender.
Minste nivå(er) av standarder:
The service provider shall have the financial capacity to fulfil the assignment/contract.
Teknisk og faglig kapasitet:
1) The service provider shall enclose a list of the most important contracts in the last 3 years, including information on value, date and recipient (max. 5 contracts);
2) A description of the service provider’s technical personnel or technical units that the service provider can use for fulfilment of the contract, whether they belong to the company or not;
3) Account of the service provider’s quality assurance system.
Alternatively, a copy of a system certificate issued by an accredited certification body or equivalent documentation can be enclosed.
Minste nivå(er) av standarder:
1) Emphasis will be put on to what degree the service provider can document very good experience from equivalent assignments;
2) Emphasis will be put on the service provider’s organisation, capacity and a good ability to fulfil the contract;
3) A good and well functioning quality assurance system is required for the services that shall be provided.
