Consultany assistance for an efficiency project in UNE

Utlendingsnemnda (UNE)

UNE has for a long time been working on efficiency measures connected to dealing with appeals. UNE has, however, not completely reached its targets. It is not clear to what extent this is due to changed assumptions/external conditions that UNE cannot affect or other conditions. Many measures have been implemented, and many are being evaluated. Regardless of the reasons and implemented/started work with changes/efficiency measures, we would like an outsider's evaluation of to what extent there is "more available" and whether the initiated/implemented measures are the correct ones.
UNE is in the process of establishing an efficiency project. UNE pictures a project carried out in two phases. The first phase will stretch over 3-6 months, the second 6-9 months. The project will run for 1.5 years altogether.
In the first phase UNE has a concrete need for assistance including:
— getting advice on method(s) for uncovering possible reasons for why the productivity targets have not been reached,
— obtaining and analysing information on possible reasons for why the productivity targets have not been reached,
— working out written report(s) where the conclusions, background for the conclusions (the finds) appear and proposals for measures.

We will enter into a consultancy contract for a maximum of 1.5 years.

UNE shall have an option for assitance for project support in the first phase. Furthermore we shall have an option for assistance for activities in the second phase.
The type of activities that this can be, will depend on what measures UNE decides to implement.

Documentation requirements connected to requirement 1: Description of method(s) that the service provider can use for the types of assistance requested in the qualification documents' paragraph 1.6 (both phases). Service providers are asked to decribe, among other things, the purpose of the various steps/phases, approach for the method(s) and the expected interim results. Furthermore a short description is wanted of the normal work division between customer and service provider.

Documentation requirements connected to requirement 2: Description of the service provider's capacity and qualifications within consultancy/consulting or equivalent, as well as legal competence at the service provider (capacity and professional qualifications within irrelevant units, e.g. tax, acquisitions and audit are not of interest to the awarding authority).

As regards capacity, a description is wanted of the relevant service areas that can carry out the types of assistance requested in the qualification documents' paragraph 1.6 (both phases). Service providers shall furthermore state how many consultants with relevant competence and experience the service provider can use within each service area who can carry out the types of assistance requested in paragraph 1.6, table (both phases). Which persons will be offered shall not be sent at this stage nor CVs.

As regards qualifications, a short overview is wanted of general relevant competence at the service provider within each service area that can carry out the types of assistance requested in paragraph 1.6 table (both phases).
Documentation connected to requirement 3: Service provider's most relevant contracts as regards part I as described above the last 3 years, including a thorough description of the assignment, their value, date and recipient (customer).
Documentation connected to requirement 4: A description of methods for quality assurance, including the system for assuring the development and maintenance of competence. Attach any certificate(s) issued by certification bodies that confirm fulfilment of quality assurance standards.
