The Norwegian Government Agency for Financial Management, henceforth referred to as the Awarding Authority, is a management body under the Ministry of Finance. The Awarding Authority has been assigned to strengthen financial management in public sector and improve resource efficiency in the area. The Awarding Authority is the consultant for central authorities in connection with financial management in public sector and carries out administration assignments for all public activities.
The Awarding Authority’s main assignments are to administer and communicate knowledge in compliance with the government finance rules, administer the group systems for the national accounts and the government's group account scheme and provide wage and accounting services for government authorities. In addition the Awarding carries out analyses and reports which will be the basement for development of central government control.
For some considerable time, the Ministry of Finance and the Awarding Authority have worked with developing standard chart of accounts and governmental accounting standards for accrued business accounts and use of this accounts information in connection with management of official activities.
The Awarding Authority will require consultancy services for introduction methodology. The consultancy shall participate in development of the introduction methodology for businesses which shall implement new chart of accounts and new governmental accounting standards (accrued accounts). The relevant consultant may be responsible for project management and for some businesses or all businesses included in the implementation of new chart of accounts and new accounting principles.
