The aim of the contract is to meet the User's nationwide need for the delivery of car petrol 95 (F-67), winter diesel arctic class 2 (F-54) and offroad diesel fuel (duty free coloured diesel) for all the Armed Forces' and Forsvarsbygg's departments and sites through the establishment of a framework agreement.
The supplier must be able to give tenders for the delivery of:
1. Either car petrol 95 (F-67) for all the Armed Forces and Forsvarsbygg's departments and sites in the whole of Norway, also called "Product Group 1".
2. Or winter diesel arctic class 2 (F-54) and offroad diesel fuel (duty free coloured diesel) for all the Armed Forces and Forsvarsbygg's departments and sites in the whole of Norway, also called "Product Group 2".
3. Or both car petrol 95 (F-67), winter diesel arctic class 2 (F-54) and offroad diesel fuel (duty free coloured diesel) together for all of the Armed Forces and the Forsvarsbygg's departments and sites in the whole of Norway, i.e. both "Product Groups 1 and 2".
This division of fuel has been made to ensure better competition. Tenderers can choose which of the 3 alternatives above they would like to give a tender for. Suppliers shall, possibly with the help of sub suppliers, cover all of the need at the Armed Forces and Forsvarsbygg's departments and sites in the whole of Norway for the fuel that the tender is given for. Tenderers cannot give a tender for only part of the country for the fuel the tender is given for.
The framework agreement is for 3 years. The awarding authority reserves the right to extend the framework agreement for up to 12 months.

The awarding authority reserves the right to choose the combination of the 2 different product groups (Product Group 1 or Product Group 2) based on the total lowest price (mark up/premium and transport addition) for both Product Group 1 and Product Group 2 together, independent of supplier. At the same time this means that the awarding authority can choose, for example, a tender for Product Group 1 from supplier A and Product Group 2 from Supplier B, based on which tender from each supplier has the lowest price (mark up/premium and transport addition) per product group. The awarding authority can therefore choose each product group indivdiually in the price tender in the completed price matrix from the supplier independently of any other offered price (mark up/premium and transport addition) which the supplier gives for the other product group. The awarding authority can therefore enter into framework agreements with up to 2 suppliers.
