The client and awarding authority is the Norwegian Ministry of the Environment. The assignment will be administrated by the Government of Norway’s International Climate and Forest Initiative (hereafter NICFI).
NICFI was launched in December 2007, pledging up to 3 billion Norwegian kroner per year in support of reduced emissions from deforestation and forest degradation (REDD+) following the UNFCCC 13th Conference of the Parties at Bali.
The objective of this tender process is to secure access to expert assistance for analysis and problem-solving, strategy development and facilitation of multi-stakeholder processes. The provider will support NICFI in making the greatest possible contribution to towards the initiative’s goals and objectives.

The contractual period of this framework agreement is 4 years from date to date, starting from the date the agreement is signed. The scope of activities under this contract can only be estimated with considerable uncertainty, as the complexity and participation may vary from thematically and nationally focused processes with limited participation.The contract value shall not exceed 6 000 000 EUR, excl. VAT, throughout the contract period. The contract value depends at all times of the budgetary situation of the client as well as on the requirements at hand and requires the necessary annual appropriations from Parliament. The above estimated contract value is not binding for the awarding authority, and the actual demand – in any given year and for the contract period as such – could be well below the maximum value set above.
