75-SAM-2011 upgrading Bogstadveien

Bogstadveien and Hegdehaugveien are amongst Oslo’s most important neighbourhood streets with many shops along the whole of the street. The streets have two tram lines, line 11 that runs along both streets and line 19 that turns into Holtegata and runs over Brikseby.
The assignment is for alterations to approx. 1050 m street, including tram lines of the same length. The whole of the street width, between the facades, with car parks and tram lines shall be altered for the whole of the street’s length.
In addition the track layout with two points in the junction Bogstadveien/Holtegata and approx. 50 m of track in Holtegata shall be altered. Two new tram stops shall be established. The pavements along the whole of the street shall also be altered with new kerbstones and asphalt/granite covers.
The assignment also includes alterations to the water and sewage installations on the lower part of the stretch. The current street lights shall be upgraded along the whole of the stretch, and four traffic lights installations at the current junction shall be replaced with new installations.
The contract’s works shall be carried out in two periods.

The assignment is planned to be carried out in two stages. The financing of the second stage has not yet been finalised and the stage will be an option. The option will be taken up with three months notice.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(3) Value added tax certificate (National requirement).
(4) Company tax certificate (National requirement).
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
(6) Other documentation required (please state below).
— The contractor shall have his tax and VAT payments in order,
— The contract shall enclose a HSE self-declaration (see annex 5),
— The contractor shall be a legally established company.
Økonomisk og finansiell stilling:

— Credit rating, not older than 6 months calculated from the deadline for receipt of tenders, based on the last known accounting figures. The rating shall be carried out by a recognised credit rating institution/rating agency,
— The company’s last annual accounts including notes, the board’s annual reports and the auditor’s reports, as well as recent information that is relevant for the company’s accounting figures.
The awarding authority reserves the right to obtain a credit rating from a certified rating agency and to emphasis this in the evaluation of whether the requirement is met.
If a contractor, due to valid reasons, cannot provide the requested documentation, he can prove his economic and financial position by other documentation that the awarding authority can accept.

— Contractors shall have good liquidity/solidity,
— Contractors shall have the financial capacity to fulfil the assignment/contract.
Teknisk og faglig kapasitet:
(1) Overview of the company's total manpower.
(2) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts).
(3) A list of the principal deliveries effected, or main services provided, by the company, in the past five years, with the values, dates and recipients (for works contracts).
(4) A statement of the quality assurance/quality control system operated by the company.
(5) A description of the tools, plant or technical equipment available to the company for carrying out the contract (for works contracts).
(6) Other documentation required (please state below).
— Progress plan for the assignment,
— Account of how the contractor intends to fulfil the assignment, in particular with a thought to progress and the protection of access to all apartments and business premises as well as at the same time ensuring the site work and passing pedestrians,

Minste nivå(er) av standarder:
Tenderers are required to show a good ability to fulfil the contract. Including good capacity to handle contractual changes and additions.
Contractors are required to set aside sufficient resources for completion by the deadline. A two shift scheme will be required in order to be finished by the completion deadline.
Sufficient resource use also means as regards ensuring SHA and the outer environment.
Good technical and professional qualifications are required, as well as relevant experience from equivalent assignments.
Contractor certification minimum development class 2 for works.
A good and well functioning environment and quality assurance system is required.
