3-UDE-2011 - development of a new quality portal

The Awarding Authority has for some considerable time worked methodically with documentation of results, reporting routines, analyses and following-up in order to increase each student’s/ apprentice’s learning outcome. The Awarding Authority has obtained experience which has contributed to establishment of an overall system for quality assessment/development and reporting.
The Awarding Authority’s electronic system for publication of information of results and use of resources associated to each school in Oslo - the Quality portal Oslo, will be a part of the overall system for quality assessment.
The Quality portal represents the Awarding Authority’s outward front in relation to presentation of results and use of resources for each school and the Awarding Authority in general. It is requested that the portal shall reach more target groups (students, guardians/parents, politicians, public and private businesses, etc.) than it does at present.
Based on this, the Awarding Authority expects that the Quality portal Oslo must be presented with a new functionality and design. The user profile must be simplified and made more accessible for the user.

Beskrivelse av opsjoner:
The maintenance agreement is valid from the contract formation and 1 year ahead. The maintenance agreement will then be automatically renewed 1 year at a time. The contracting parties have mutual rights to terminate the agreement with 3 months written notice prior to expiration of each one year period. However, the service provider cannot terminate the contract during the first 3 year period.

Development of the new Quality portal is divided in 2 stages. Stage 1 contains development of a portal system in accordance with this requirement specification while stage 2 contains option for further development of the system. See the requirement specifications for further information regarding option for stage 2.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Value added tax certificate (national requirement);
(2) Company tax certificate (national requirement);
(3) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement);
Requirements:
— It is required that the service provider has settled conditions in relation to payment of taxes and VAT,
— The service provider shall present self declaration regarding HSE,
— The service provider shall be a legally established company.
Økonomisk og finansiell stilling:

Credit appraisal/rating not older than 1 year based on the most recent accounting figures. The rating shall be carried out by a publicly approved credit rating agency. The appraisal shall be based on the most recent known accounting figures with a statement on how the credit rating has developed during the previous 3 years. Examples of publicly approved credit rating agencies are Dun & Bradstreet, Lindorff and CreditInform.

It is required solid financial strength in order to carry out the framework agreement.
Teknisk og faglig kapasitet:

— Overview of the principal, relevant deliveries carried out the previous 2 years, including information of values, dates and recipients (names, telephone nos. and e-mail addresses). The references will be contacted upon requirements, only,
— Paramount description of the service provider’s total organisation as well as a more detailed description of those/the division(s) of the business proposed to carry out the described assignment,
— Documentation of quality assurance system, including the company’s systems and methods for project implementation, quality assurance, system development testing and configuration management.
If the service provider has certificates for the relevant areas, these shall be attached the tender.
