3-SAM-2011 Road markings on municipal roads in Oslo for the period 2011-2015

Road marking is an important part of the road system. The aim is to inform, warn, guide and manage road users in the road and traffic system. Good and correct markings are a presumption for safe and efficient road traffic flow.
This procurement is for the maintenance of markings and new markings on municipal roads that the Transport Department is responsible for in Oslo. The service provider shall, as far as practically possible, ensure that all the marking works on roads/streets are carried out without unnecessary delay.
The work mainly consists of maintaining existing road markings on municipal roads and streets in Oslo. There will also be some new markings, including in connection with asphalt works and new developments. See the attached price basis for further information.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established
(3) Value added tax certificate (National requirement)
(4) Company tax certificate (National requirement)
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)

— the service provider shall have his tax and VAT payments in order,
— the service provider shall enclose a HES self-declaration,
— the service provider shall be a legally established company.

— credit rating, not older than 6 months, based on the last known accounting figures. The rating shall be carried out by a publically certified credit rating institution,
— the awarding authority reserves the right to obtain credit information themselves,
— filled in and signed statement of the service provider’s total turnover for the last three available accounting years (see the annex),
— filled in and signed form on liquidity (see the annex).

— the service provider shall have the financial capacity to fulfil the assignment/contract.

— a description of the service provider’s technical personnel or technical units that the service provider can use for fulfilment of the contract, whether they belong to the company or not, particularly those who are responsible for the quality control,

— an account of the tools, machines, instruments, materials, technical equipment and property area that the service provider can use for fulfilment of the contract,
— information on the education and professional qualifications at the service provider and the company’s administrative management and particularly for the or those persons who are responsible for carrying out the service,
— overview of the most important services/executed works of an equivalent nature in the last three years, including information on value, extent, date as well as the awarding authority’s name,
— description of the service provider’s quality and environment assurance system with a statement of when it was last updated. particular emphasis is to be put on the given routines for the execution and control of works out in the field, including the routines for self control and approval of executed works,
