The competition consists of 7 framework agreements for specialist areas within engineering, planning and design services. These are:
- Main agreement A: Planning assignment and design services,
- Part agreement B: Noise estimates,
- Part agreement C: Traffic engineering,
- Part agreement D: Cultural environment,
- Part agreement E: Cost accounting,
- Part agreement F: Electrical work,
- Part agreement G: Natural environment.
In 2010 the award authority purchased small and medium engineering, planning and design services for around 150 000 000 NOK. Through this competition we wish to enter into framework agreements which, to the greatest possible degree, provide all the specialist areas within these services for small and medium sized projects.
Tenderers can submit tenders for one, several or all of the part agreements in the competition, and each tender will be evaluated independently from the others.

Planning and design services consist of the assignment types described in the tender documents, both complete assignment and hiring in of specialist competence within different professions. The assignments contain the need for tasks connected with road planning, DAK-design and development of co-ordination models in 3D, landscape architecture, cultural and natural environment. The projects will be both in town and rural areas.

Kort beskrivelse:
Noise estimations and design of noise screening measures involve estimations and evaluations in relation to noise contribution from road traffic. This will relate to both planning of new road construction and evaluation of existing conditions according to instructions and legislation prepared by the Environment Ministry and their implementation by vegvesenet. Such assignments can be performed at all planning levels, and the level of detail will fluctuate from more high level noise evaluation from experience to detailed solutions with concrete measures and screening against traffic noise.

Kort beskrivelse:
There is a need for expertise in traffic (duplicate deleted) engineering and associated analysis tools when evaluating alternatives and analysing the effects of smaller measures on a traffic system (closing roads, new crossing solutions, changing the number of lanes, optimising signal controlled crossings etc.). The analysis tools must also be able to be used to study connections in a traffic system (e.g. future traffic situation in smaller areas after introducing different measures. This is especially relevant to plan projects in towns and densely populated neighbourhoods.

Natural environment is divided into two parts; terrestrial and limnic. This is connected to the impact reports in connection with the preparation of municipal local plan or development plan, and follow-up during the construction phase through, among other things, plan for the external environment. There may also be a need for simple mapping, analyses and/or site inspections both during the planning and construction phase. Text contributions to documents, for example impact reports and planning descriptions, can be included in the assignment. The size of this depends on Vegvesenet's
