2011/48-Tender contest for ICT, software and AV equipment

Møre and Romsdal County, henceforth referred to as the Awarding Authority, invites to an open tender contest for purchase of ICT equipment, software and AV equipment.

The tender documents are available for downloading from the Mercell net site: www.mercell.no.
All tenders shall be delivered electronically via Mercell MSS; www.mercell.no within the tender deadline. Tenders submitted subsequent to the tender deadline will be rejected (the system will not allow submitting tenders electronically through Mercell subsequent to the tender deadline).
If the tenderer is not user at Mercell, have questions in relation to functionality in the system, e.g. how to submit tenders, please contact Mercell Support, tel.no. +47 21018860 or by e-mail to the following address: support@mercell.com.
It is recommended that the tender is submitted well before the deadline for receipt of tenders, e.g. minimum 1 hour prior to the deadline. If there is additional information from the awarding authority which leads to changing the tender before the deadline expires, the tenderer can go in and open the tender and make any changes and send it in again right up until the deadline. The last received tender is regarded as the final tender.
The tender will require electronic signature. In connection with delivery of tender, the tenderer will be asked for an electronic signature in order to confirm that it is the relevant tenderer who has submitted the tender. Electronic signature will be received from www.commfides.no, www.buypass.no, or www.bankid.no.
Attention is drawn to the fact that it may take a few days to get an electronic signature. It is therefore recommended that the tenderer initiates this process ASAP.
The Awarding Authority uses Mercell Sourcing Service in this tender procedure. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
It is required that all employees have prevailing wage conditions.

The tenderer must present documentation showing sufficient financial implementation ability.
Minste nivå(er) av standarder:
Documentation shall be presented which show sufficient financial implementation ability, e.g. credit appraisal/rating not older than 1 year based on the most recent accounting figures. The rating shall be carried out by a publicly approved credit rating agency.

In order to ensure that the tenderer can provide consultancy assignments for ICT it is required that the tenderer has sufficient organizational competence.

The tenderer must substantiate organizational competence for the following:
1. Consultancy and project management.
— Project management.
— Analyses, design, development and implementation.
— Consultancy in relation to IT questions.
— Foundation and training in relation to IT questions.
2. Infrastructure:
— PC environments, hardware.
— Virtual PC environments.
— Servers, hardware.
— Virtual servers and infrastructure.
— SAN and storage systems.
— Network infrastructure.
