The University Colleges in Oslo and Akershus have been through a major reorganisation process. This involves many new managers and manager groups. The organisation will require external consultancy services in connection with development of new company strategy, establishment and development of manager teams and development of strategic and efficient management.
The new University College in Oslo and Akershus (HiOA) henceforth referred to as the Awarding Authority shall enter into a framework agreement for purchase of consultancy services for the above listed areas. The estimated value for the 4 year contract period is between 4 000 000 and 6 000 000 NOK, excluding VAT.
This is an estimate only and is not binding for the Awarding Authority. The framework agreement period is 2 years with option for 1+1 year(s) prolongation.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Økonomisk og finansiell stilling:
— Requirement: the tenderer shall have solid financial strength, adequate liquidity and low risk of bankruptcy.
Documentation requirement:
— Credit appraisal from an approved credit rating agency such as Dun & Bradstreet, Lindorf or CreditInform. The appraisal shall be based on the most recent known accounting figures with a statement on how the credit rating has developed during the previous 3 years.

Objektive utvelgelseskriterier:
The Awarding Authority reserves the right to reduce the number of service providers which will be qualified for participation in the tender contest. Number of service providers who will be invited to submit tenders is restricted to 5. The selection practise for participation will be “best qualified service providers”.

If some of the service providers are equal the Awarding Authority will draw lots between these providers in such a way that the number is limited to 5.
Selection of qualified service providers will be based on listed qualification requirements with special emphasis on the qualification requirements experience and implementation ability. The Awarding Authority will ensure that all conditions in relation to this process are documented and that the requirement regarding non-discrimination is safeguarded and controllable.
