2011/1687 Clothing NST - establishment of a framework agreement

The Norwegian Support Team (NST) has a need for clothing deliveries for NST personnel for stand-by, preparations, exercises and operations in catastrophe areas over the whole world. A framework agreement shall thus be established for the delivery of clothing to NST personnel.
This basically consists of 1 billeting camp of 8 billeting tents with contents and equipment, 1 kitchen 1, 1 eating tent as well as 3 tents for use for technical appliances, stores and office as well as the accompanying infrastructure such as electricity, lighting, heating/cooling and water and sewage, see the attached sketches of the NST concept and interface. The NST personnel connected to the rigging and operation of 1 billeting camp consists of a pool of up to 15 persons. It is these persons who shall be equipped with clothing in accordance with the attached specifications.
Up until now approx. 1 complete billeting camp has been delivered and run approx. every half year for efforts in foreign operations. This means that the equipment has been left in storage some years. Future efforts and need for equipment depends on the extent of catastrophes and the international demand/request for assistance from DSB for the use of NST. In 2010 however equipment was used for the equivalent of almost 2 billeting camps for the catastrophe in Haiti. The expected number of call-offs can therefore not be stated exactly.
The equipment which is sent to the catastrophe areas is donated at the end of the assignment. New procurements are thus required for any future foreign operations included in this enquiry.
The framework agreement shall otherwise be available for the whole of DSB’s organisation. In particular this means the Civil Defence and the Norwegian Fire Fighting College will be potential users of the contract.
