Oslo kommune v/ Samferdselsetaten, hereafter called award authority, requests tenders for an open tender contest in connection with procurement of 18-SAM-2011 – maintenance of signs, new signs and temporary signing in Oslo 2011-2013.
The procurement comprises work in connection with new signs and maintenance of traffic signs, as well as temporary signing in connection with certain public arrangements in Oslo, in accordance with the description.
The total annual procurement depends on the municipal allowance, and can vary from year to year. The turnover in the last 3 years, for this type of work, has been approx. 6 000 000 - 6 500 000 NOK annually.

Beskrivelse av opsjoner:
Award authority has a unilateral option to extend the contract for a further 1 + 1 years under identical conditions, see tender documents' point 8.2 regarding price adjustments. The option can be released in writing within 3 months from expiration of contract.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Company registration certificate;
Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established;
Value added tax certificate (national requirement);
Company tax certificate (national requirement);
Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).
— The supplier shall have his tax and VAT payments in order,
— The supplier shall enclose a HES self-declaration,
— The supplier shall be a legally established company.
Økonomisk og finansiell stilling:
— A credit rating not older than 6 months shall be enclosed,
— Award authority will, however, reserve the right to obtain a credit rating themselves and weight this,
— Minimum level(s) of standards possibly required — The supplier shall be credit worthy.

— The supplier shall have the financial capacity to carry out the assignment/contract.
Teknisk og faglig kapasitet:
A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and names of public or private recipients as well as contact person at these recipients. Only from relevate/equivalent assignments.

Award authority retains the right to contact the reference/contact person if this is deemed necessary.
Description of tenderer's technical personnel and units available to the company for fullfilling the contract, whether they belong to the company or not.
This includes information regarding the professional qualifications, tenderer's adminstration management, especially for the personnel that is responsible for fullfilling the contract. CVs for key personnel must be submitted.
Proof of tenderer's quality control/quality operation system.
If tenderer is certified he must submit a copy of the system certificate issued by an accredited certification organ.
A description of tenderers personnel or units as well as tools, materials or technical equipment available to the company for carrying out the contract.
Tenderer must state the proportion of the contract he plans to use sub-contractors.
Minste nivå(er) av standarder:
Requirement 1: good experience from equivalent projects in heavy trafficed city streets.
Tenderer shall, as a minimum, have experience from the following work:
— Implementation of a road sign plan in heavy trafficed city streets, and installation of at least 20 new road signs,
— Signage for arrangements in heavy trafficed city streets, at least of a size comparable with 1st May in Oslo (see attachment 9.1),
— Work in connection with tramlines.
Construction of a signage portal, including the laying of foundations.
Requirement 2: good technical and profesional qualifications is required.
Requirement 3: a good and well-established quality control system is required.
Requirement 4: the capacity to carry out several assignments simultaneously/in parallell.
