Oslo Kommune, Vann- og avløpsetaten

Oslo Municipality Water and Sewage Department and Waste Management Department, hereafter called the award authority, issue an invitation to a competition with negotiation in connection with the procurement of parallel framework agreements for hire of machines (excavators, drill rigs and belt dumpers) with or without operators.
Machine operators must be flexible among the assignments awarded. This can also include work without machines (in connection with assignment for water and sewage department.
NB! machine operators must therefore be able to take part in incidental construction and works as required.

Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

Økonomisk og finansiell stilling:

— A credit rating not older than 3 months, based on supplier's last known accounts.

A rating shall be carried out by an approved credit evaluation institution.

— Statement of the company’s turnover, of relevance to this contract, for the previous 3 years.

Attached schema (”attachment 1 in qualification document - statement of turnover”) must be completed and attached to the tender documents.

— Statement of liquidity ("attachment 2 in qualification document- statement of liquidity ”) must be completed and attached to the tender documents.

Minste nivå(er) av standarder:

—The tenderer shall have the financial capacity to carry out the assignment/contract.

Teknisk og faglig kapasitet:

Technical capacity.

(1) Statement of the equipment, machines, tools, material or technical equipment of relevance to the contract (for works contract);

1a statement of the supplier's average manpower and number of employees engaged in the administration during the previous 3 years,

1b statement of the tools, machines, equipment, materials or technical equipment at the supplier’s disposal for the implementation of the contract,

2 Information of the supplier’s and the administration’s education and professional qualifications, particularly for the or those person(s) responsible for carrying out the service,

3 A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and names of the private or the public recipients.

If the services have been carried out for public award authorities this must be documented by attestations or confirmed by these authorities. If the services have been carried out for private award authorities this must be documented by attestations or confirmed by these authorities. In case of lack of such attestations, a self-declaration from tenderer can be accepted.

4 Statement of the tools, machines, equipment, materials or technical equipment at the supplier’s disposal for the implementation of the contract.

Minste nivå(er) av standarder:

A description of the tools, plant or technical equipment available to the company for carrying out the contract (for works contracts).

1 Good ability to carry out the assignment is a requirement;

2 The supplier is required to have a competence licence or equivalent as well as a valid rock blasting licence (class A or equivalent) for the drilling rig service;

— The supplier is required to have good experience with excavation in city streets with overhead power lines. (minimum 1 000 hours experience of trench excavation, cofferdams, sheet piling, earth cable etc. - minimum 500 hours in the last year).

3 The driver is required to have experience from water/drainage related works;

4 The following minimum requirements for machines and equipment apply:

— Excavator, size 14 – 20 tonnes must have a…

… minimum excavation depth of 5 m,

… narrow and wide excavation bucket with and without teeth, roto-tilt and hydraulic hammer, as well as attachment for vibration plate/sheet piling equipment (and obtain equipment when required) etc,

— Excavators must be capable of being equipped with (access to) grading/planing bucket,

— Tendered certified machines must satisfy applicable machine regulations.

Kontraktutførelse
Andre særlige vilkår:

Award of framework agreement (selection of suppliers for 2nd stage of the procurement) Award of framework agreement will be based on price. Parallel framework agreements will be entered into with a maximum of 6 suppliers, providing these can cover the minimum requirements within the various types of machine groups:

1) Excavator 5 tonnes (*) (0,8-8 tonnes) 2;

2) Excavator 14 tonnes (12-16 tonnes) 2;

3) Excavator 18 tonnes (16,5-20 tonnes) 9;

4) Excavator 20 tonnes + (**) 2;

5) Drilling rig for hole diameter 35- 38mm 3;

6) Belt dumper (*) (1,0- 2,5 tonnes) 1.

NB! tenders can be submitted for parts of the project (i.e. tenders for individual machines within the various machine groups).

(*) Will only be hired without an operator. (considered without operator).

(**) Group 4 will be classified in accordance with excavation depth, 6-8 m, 8-10 m.

Award of the individual assignment (call-off).

Award/call-off will be based on lowest price with an acceptable delivery time.

The supplier who has the lowest price will be contacted first. Providing this supplier can supply the service within an acceptable delivery time (depending on the type of the assignment/scope) this supplier will be selected. However, if the supplier cannot deliver, the supplier with the second lowest price will be contacted with a request of delivery time etc.

In cases where allocation between excavation of soil/rock and day/night can be estimated in advance, the lowest price will be calculated on that basis.

If allocation cannot be determined in advance, the unit price for the estimated largest volume will form the basis for award.

In cases of equal unit prices (for example excavation in soil), the unit price for most probable addition (for example excavation of rock and/or excavation in the night) will be the determining factor.

If there are still equal unit prices the unit price, including the most probable additional performance at the time of the contract award date, be the determining factor (for example use of hammer, sheet pile equipment, vibration plate etc.).
