The Ministry of Health and Care Services has given Statsbygg the task of engineering a preliminary project for the demolition, new building, renovation and alteration of the Norwegian Institute of Public Health at Lindern, Lovisenberggata 8, Oslo, Norway. The project aims to jointly house the entity which is currently divided up between locations in Lindern and Myren in Oslo, as well as allowing for future growth. The current premises are unsuitable and outdated and major parts of the buildings at Lindern shall therefore be demolished and replaced with new buildings. The project is at the start estimated to include 18 000 m2 demolition, 7 000 m2 renovation of listed buildings, 40 000 m2 new buildings as well as possible alteration to an existing building of 12 000 m2.
The competition is for tenders for an engineering design group with all professions for engineering design services up until the completed preliminary project, with an option for engineering design services in the detailed project and execution, an option for user equipment engineering design services and an option for engineering design services for the alteration of the laboratory building L6.

Beskrivelse av opsjoner:
Option 1: Detailed engineering design services and follow up in the construction phase and the claims phase.
The tenderer shall also offer engineering design services for the detailed project as well as follow up in the construction phase and claims phase, as an option.
If the option is taken up, the parties shall, at the start of the detailed project, agree a fee budget for each phase and for each profession.
It is expected that the project will be carried out in several lots in series, cf. point 2.1 in the tender invitation. The detailed project will in the same way be divided up in relation to each of the lots.
Statsbygg reserves the right to take up this option as a whole or for each lot.
Option 2: Engineering design services for alterations to the laboratory building L6, Lovisenberggata 6.
Lovisenberggata 6 (L6) is a laboratory building which was built in the middle of the 1990s in Lindern and is at the start not included in the project. The transfer of functions in the field in connection with the project can however trigger a need for permanent or temporary alteration of the whole of or parts of the building. Changes in FHI’s work assignments in general can also trigger similar needs.

Tenderers shall offer engineering design services for such alterations. The option will be divided up and it can be taken up stage by stage for each of the phases:
— sketch project,
— preliminary project,
— detailed project including follow up in the construction phase and claims phase.
Option 3: Engineering design services of user equipment.
Engineering design services of user equipment can also be included in the total project. This is a demanding and potentially comprehensive lot, which will span from advanced laboratory equipment to the reuse of equipment and fittings in the current premises. The project’s focus on the environment and universal design, as well as the use of BIM will also play a central part here.

If the option is taken up, it is to be expected that it will be organised in a separate lot. Close cooperation with the other engineering design services will however be necessary, as well as close and well organised cooperation with users.
