The Directorate of Customs and Excise has given Statsbygg the task of expanding the existing customs station at Ørje. The assignment includes engineering design services for and the construction of parking places for 26 trailers, viewing places for 3 trailers, inspection hall with the accompanying facilities, parking for employees and inspection area for the green zone. The site area is calculated to approx. 40 000 m2. The inspection hall has a programme area of approx. 1 800 m2.

Qualification requirements.
Tenderers are required to have a legally established company.
Documentation.
Company registration certificate. For foreign companies are required to provide an equivalent certificate as mandated in the law in the country where the company is registered.
Tax information.
Two tax certificates shall be provided:
— Tax certificate (tax, advanced payment, garnishments, employer’s contribution),
— VAT certificate.
The tax certificate and VAT certificate can be ordered from one place. Tenderers can either apply to their local tax collection office or tax office.
The certificates shall not be older than 6 months calculated from the deadline for receipt of tenders.
Tenderers with business addresses in other EEA than Norway shall provide equivalent certificates in accordance with the procurement regulations § 20-12 (3).
HSE self-declaration.
All tenderers shall provide a HSE self-declaration by the time the deadline for receipt of tenders expires. The self-declaration shall be in accordance with the form enclosed with the tender documents. Tenderers registered in StartBANK can state their StartBANK ID or send a copy of proof of registration in StartBANK instead.

Complete annual accounts for the last three years including the auditor’s report.
The awarding authority reserves the right to obtain a credit rating of the tenderers.
Minste nivå(er) av standarder: Good solidity and the financial ability to fulfil the contract are required.

Good experience is required from assignments of an equivalent size and complexity. Documentation of such experience shall be given for the builders (both building and site) and engineering designers (ARK, LARK, building, electro, HVAC and sanitation, geotechniques, acoustics).

The offered executive officers are required to have good experience from assignments of an equivalent size and complexity.
The offered personnel for the contractor work are required to have experience from a turnkey contract. This applies to the engineering design and site manager.
Sufficient capacity and the secure ability to fulfil the contract.
Minste nivå(er) av standarder:
Reference projects for each profession carried out in the last 5 years.
Information shall be given on the reference project’s size, the assignment’s value/nature, contract form, date of execution and transferable value (particularly within geotechniques, road engineering and surface water treatment).
CV and account of up to 5 relevant reference projects for the construction site’s administrative management (engineering design manager, site manager, foreman/boss and consultants/advisors (ARK, LARK, building, electro, HVAC and sanitation, geotechniques, acoustics).

CVs shall include information on education and experience. The reference lists shall include information on the projects’ sizes, the assignments’ value/nature, contract form, date of execution and the personnel’s role in the project.

Overview of the number of employees in the company, divided between administration and production.
It must be clear that the tenderer (possibly via sub suppliers) has sufficient capacity to cover the assignments for the contractors (both building and site) and engineering designers (ARK, LARK, building, electro, HVAC and sanitation, geotechniques, acoustics).
