In order to participate in the competition, tenderers must register for the competition on the awarding authority’s e-mail address: anskaffelser@nhn.no. The documents in the competition will be sent to each tenderer as soon as possible after registration. When registering, “11.002 Framework agreement for WAN (wide area network) and rolling out services” shall be written in the subject line. Attention is drawn to the fact that Norsk Helsenett’s staff are on holiday in July. Registrations, enquiries and questions sent in good time before 1.7.2011 will be answered as and when they are sent in. Questions sent in July will be answered after the holiday. The awarding authority plans to hold a tender conference in the awarding authority’s premises 22.6.2011 (12:00). Registration to the awarding authority by 17.6.2011. The awarding authority reserves the right to not hold a tender conference. (NT Ref:232920).

Initial contract period of 2 years with an option for an extension for a further 1+1 year.

Juridisk, økonomisk, finansiell og teknisk informasjon
Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established;
(3) Value added tax certificate (national requirement);
(4) Company tax certificate (national requirement);
(5) Self-declaration in compliance with appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).
Qualification requirement:
— Tenderers shall be a legally registered company.
— Tenderers ought not to have public tax arrears.
— Tenderers shall confirm that they fulfil the legal requirements in Norway within health, safety and environment (HSE).

1.The last approved annual accounts with the annual report and the auditor’s report, as well as any recent information which is relevant;
2.Solidity evaluation from an entity with a licence to operate credit information activities. The rating must not be older than 2 months from the deadline for receipt of tenders and it ought to include information on credit worthiness and the degree of bankruptcy risk (bankruptcy prediction).

If a tenderer has a valid reason as to why they cannot provide the requested documentation, a guarantee from a parent company which fulfils the qualification requirement, or alternatively documentation in the form of, for example, a statement from an auditor or financial institution which is fit to fulfil the documentation requirement can be accepted.

Documentation requirement I:
Tenderers shall give an account of their and their sub suppliers’ method and/or systems for project management and quality assurance of serviceproviders. We would like the description to have both a general perspective (aim, guidelines) and that it in addition specifically shows how the tenderer, through organisation, management, training, routine descriptions etc. works to ensure high quality and good value for the awarding authority for the services which are carried out.

Documentation requirement II:
The following documentation shall document fulfilment of the qualification requirement:
1. Description of the tenderer’s technical personnel or technical units; delivery and administration organisation, including the number of employees that the service provider can use for fulfilment of the contract, whether they belong to the tenderer or to sub suppliers;

2. There shall be a specification of which resources belong to the tenderer and which belong to other companies (sub suppliers). If a tenderer relies on other companies’ capacity to fulfil the contract obligations, a statement shall be enclosed of which parts of the delivery and how much of the contract the service provider intends to use cooperation partners/sub suppliers for;

3. A binding statement that the tenderer can actually use sub suppliers’ resources for fulfilment of the contract obligations upon an award of contract shall be enclosed with the tender. The self-declaration which shall be filled in is in annex 5. The binding statement shall be given for all the sub suppliers which shall be used.

— Tenderers and sub suppliers shall have methods and/or systems for ensuring quality for the services which shall be provided, including a system for project management.
Qualification requirement II:
— Tenderers shall have sufficient capacity to fulfil the contract. If the tenderer for this contract relies on other companies’ capacity, the tenderer shall document that he can actually use the necessary resources.
