1 year consumption of Bioheating oil for 27 bio-boiler systems

Oslo municipality, c/o Municipal Undertaking for social service buildings, henceforth referred to as the Awarding Authority, invites to open tender contes for 1 year consumption of biofuel oil for 27 bio-boiler plants. The delivery includes 27 of the Awarding Authority‘s buildings. The requirement specification provides information of total consumption and consumption for each building, as well as delivery addresses.
The renters for each building will order oil in accordance with consumption. It is emphasised that the various delivery locations will vary with regard to the size of the tanks and their locations/filling locations. The tenderer is therefore encouraged to inspect the various buildings in order to obtain an overview of the conditions.
Joint site inspection will not be held and the tenderer must himself consider requirement for inspections.
The tender contest is published on Oslo municipality’s procurement portal: https://lextra.oslo.kommune.no/app/koeportal/innkjop.portal. />In order to register for participation in the tender contest and download the tender documents the tenderers are asked to go to the above mentioned portal. 3.3.1 Requirements in relation to the tenderer’s organizational and legal position:

— The tenderer shall be a legally established company,

— Norwegian tenderers: company registration certificate,

— Foreign companies shall substantiate that the company is registered in the trade index or the Register of Business Enterprises as required in the legislation where the supplier is established.

Documentation requirements:

— The tenderer shall have sufficient financial capacity to implement the contract/meet the contractual obligations,

— The tenderer’s recent annual accounts, including notes, the board’s annual reports and auditor’s report, as well as recent information with relevance to the accounting figures,

— The Awarding Authority reserves the right to obtain credit appraisal/rating in order to clarify if the requirements are met. The rating will be carried out by a publicly approved credit rating agency.

If the tenderer has valid reasons not to present the requested information, the tenderer is allowed to document the economic and financial position with any other documents accepted by the Awarding Authority.

Requirements in relation to the tenderer’s technical/professional qualifications:

— It is required that the tenderer has experience from corresponding assignments,

— List of equivalent projects shall be enclosed the tender.

3. Tenderer’s requirements:

3.1 Qualification requirements in general:

The Awarding Authority will make demands in relation to the tenderer’s technical qualifications and financial and economic position. The tenderer’s qualifications will be based on the submitted documentation. Only qualified tenderers will be invited to submit tenders;

3.2 Mandatory and unalterable requirements:

Documentation requirements:

— The tenderer must have settled conditions in relation to payment of taxes and VAT,

— Certificates for taxes and VAT not older than 6 months. The certificates will be received upon requests to the local tax collector office or the inland revenue service.

Foreign tenderers shall present tax certificates from equivalent authorities as the Norwegian,

— The tenderer shall present HSE self-declaration document (see annex).

Signed HSE self-declaration not older than 6 months shall be enclosed the tender.

If one or more tenderers have not presented HSE self-declaration and/or tax/VAT certificates or public available information within the tender deadline, the Awarding Authority reserves the right to determine a short additional deadline for presenting these documents.

This also applies if the tenderer has submitted tax/VAT certificates older than 6 months from deadline for receipt of requests for participation. The tenderer cannot claim this right towards the Awarding Authority.

Other qualification requirements:

The above listed mandatory requirements and qualification requirements listed below is a condition for participation in the tender contest.
