03/2011 - analysis instrument laboratory for medical biochemistry with consumables

4.1 Scope
The tender consists of entry into a 4 year framework agreement for reagents and necessary equipment to undertake analyses of components within clinical chemistry and immunology, shall be included in the price of the reagents. Analytical equipment shall be used in routine operations and for "ø. support-tests" at the laboratory for medical biochemistry, respectively at Kristiansund Sykehus and Molde Sjukehus.
The laboratory for medical biochemistry at Kristiansund Sykehus and Molde Sjukehus is organised as a unit with joint management. The procurement shall be seen in conjunction with this organisation, with a desire to evaluate further consolidation of analyses within the operation, faster result times, more effective operation and reduced operating costs, at the same time a high analytical quality shall be maintained. Therefore one supplier shall be chosen for the entire supply.
The scope of analyses and the number of patient analyses performed at the 2 hospitals in 2010 are given in attachment 6. The same table also appears in attachment 2 specification of requirements.
We also draw attention to the fact that the instrument must be able to be connected “on-line” with 2-way communication to our laboratory system (NSL). A price of 50 000 NOK has been obtained from Tieto Enator to establish the protocol which enables other instruments to communicate with the same functionality as currently. This exchange cost will be included in the lifetime cost for the required instruments. Alternatively, tenderer can include this cost in their tender, which means that tenderer will re-invoiced this cost at a later date. Please note that HNR HF will not influence the size of this exchange cost, which, based on investment and consumption in 4 years constitutes approximately 4-5 % of the total cost.
The delivery shall be inclusive of all components, accessories, disassembly, assembly/installation and commissioning so that it functions entirely in accordance with the needs and specifications described.
Necessary training is also an important part of the supply.
