The estimated scope/value is approx. NOK 2,500,000 excluding VAT a year, which is equivalent to approx. NOK 10,000,000 excluding VAT for the entire framework agreement period (including the option years). The estimate is based on the expected annual need and previous experience/contracts. The annual amount can vary from year to year dependent on the economical framework conditions and political decisions.

The estimated contract value represents no obligation for the contracting authority or rights for the tenderer. The estimated maximum contract value is NOK 12,000,000 excluding VAT for the entire framework agreement period. This maximum financial limit has been set in order to ensure necessary limits if the needs are greater than expected.

The contracting authority will have an option to extend the framework agreement for a further 1+1 year.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must be a legally established company.

Documentation Requirements: Norwegian companies: Company Registration Certificate. Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the contract.

Minste nivå(er) av standarder:

Documentation requirement: The tenderer's annual accounts including notes with the board's and auditor's reports for 2022 and 2021. Additionally, tenderers are asked to present a credit rating from a reputable credit rating agency, not older than 6 months from the tender deadline. If the annual accounts for the last year are not completed by the tender deadline, the preliminary annual accounts for the last year must be attached.

The contracting authority reserves the right to collect credit evaluations.

Teknisk og faglig kapasitet:

1) Tenderers must have experience from similar deliveries.

2) Tenderers are required to have a quality assurance system that ensures that the tenderer is suitable to fulfil the contractual obligations for social requirements (see Annex 5 Contract Formula, point 10). This means that the tenderer has methods for management of the supplier chain that enables follow-up of compliance with: Basic human rights, including:

• No person must be subjected to torture or gruesome, inhuman or degrading treatment or punishment (UN’s Universal Declaration of Human Rights art. 5).

• All workers have the right to fair and good payment that ensures them and their family a dignified existence, and if necessary, complemented by other social protection (UN’s Universal Declaration of Human Rights art. 23.3).

• Everyone has the right to rest and leisure time, including reasonable limiting of work hours and regular holidays with pay. (UN’s Universal Declaration of Human Rights art. 24).

• ILO's core conventions:

• ILO convention no. 138 and 182 (ban on child labour), nos. 29 and 105 (ban on discrimination) and numbers 100 and 111 (ban on discrimination) and nos. 87 and 98 (freedom of association and right to collective bargaining).

• International law's regulations that related to the delivery in this agreement, including relevant UN decisions that Norway have signed.

3) Tenderers must have a good and well functioning environmental management system.

Minste nivå(er) av standarder:

1) Documentation requirement: An overview of the most important deliveries of that the tenderer has carried out in the last three years, together with information on the contract value, dates for delivery or execution, and name of the recipient.

2) Documentation requirement: A description of the the system for managing the supplier chain, that the tenderer will use to carry out the contract. This includes quality assurance measures that enable systematic follow-up of the work on safeguarding basic human rights, the ILO's core conventions and the international law regulations related to the delivery in this contract, including relevant UN decisions that Norway is obliged to further down the supply chain / production process. A description of the tracking systems that the tenderer will use to fulfil the contract. The description must state methods and/or systems that enable tracking of the production locations and country of origin involved in the supplier chain for the goods in this contract.

3) Documentation requirement: A short description of the tenderer's environment management system that the tenderer will use to fulfil this contract.

The description must however be so detailed that the contracting authority can undertake an independent evaluation of whether the tenderer's environment management system can be considered well-functioning for this contract. If a tenderer is certified in accordance with ISO 14001 or its equivalent, it is sufficient to provide a copy of a valid certificate.
