tenders for a turnkey contract: K201 Turnkey Contract.
Statsbygg would like to establish up to 240 student residences split between three construction stages, of which the last construction stage with up to 80 bed-sits is an option. The bed-sits are to be constructed in Fjelldal in Tjeldsund Municipality. The intention is to ensure accommodation for students at the new vocational college for fire and rescue personnel. The student accommodation are to be constructed as part of the campus for the Fire and Rescue College, which will consist of both a vocational college and course activities. The contracting authority is the Ministry of Justice and Public Security (JD) and the Norwegian Directorate for Civil Protection (DSB). The new buildings must be neutral and robust and designed with an emphasis on area and cost efficiency and functionality for students of the vocation college. The project also includes related outdoor areas.

Beskrivelse av opsjoner:
There are two options connected to a middle phase, so that the turnkey contractor can start with the planning and engineering design after the contract has been signed, but with financing conditions. The reservation on financing is expected to be clarified in mid December 2023.

The third construction stage of 80 bed-sits is an option. In addition there are several options, e.g., heat pump and geo-wells, solar panels, construction of sheds, fixtures for bathrooms, covered bicycle parking.

Tenderers are required to have a legally established company.
Company Registration Certificate, foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.
Økonomisk og finansiell stilling:
Tenderers must have satisfactory financial implementation ability.
Statsbygg will obtain a credit appraisal of tenderers.
Tenderers can be asked to submit the annual accounts for the last 3 years, including the auditing report, alternatively StartBANK ID.
Teknisk og faglig kapasitet:
Overview and brief description of the qualification requirements
Tenderers are required to have experience from assignments with a transferable value (in the role of turnkey contractor and in the role of architect/responsible applicant). Documentation of technical and professional qualifications, (point C in the award criteria) will be requested by Statsbygg for one or more of the tenderers during the contract evaluation, but tenderers do not need to submit the documentation as part of the tender. The scope and complexity in the reference projects will be assessed for one or more of the tenderers.
